Primary Purpose:Provide administrative support to the Superintendent and Associate Superintendent of Talent and Administration and ensures an effective and efficient department operation.  Analyze, research, review, process, track, and prepare documents for Public Information requests and subpoenas.  Communicate with requestors as appropriate. Maintain and update annually District policies, procedures, and administrative regulations working with attorneys, Policy Committee, administration, and Policy Services. Provide limited guidance and direction, legal updates, and technical assistance to campuses/departments relative to various legal matters.  Organize and manage the routine work activities of an administrative office as assigned.
Qualifications/Skills:

Education/Certification:

  • Associate's degree or completion of specialized paralegal courses from an accredited vocational/technical school or college.

Special Knowledge/Skills:

  • Ability to manage a high volume of paperwork.
  • Ability to electronically file documents in relevant filing systems such as the Attorney General's Office.
  • Proficient with Microsoft Office Suite (Word, Outlook, Excel, PowerPoint).
  • Ability type at least 50 wpm.
  • Be a team player and get along well with others.
  • Be able to lift items weighing up to 30 pounds.
  • Have excellent communication, organizational and interpersonal skills.
  • Ability to maintain high level of confidentiality.
  • Ability to have high attention to detail.
  • IT knowledge preferred.

Experience:

  • At least two (2) years of prior experience working in a school district dealing with open government and policy or working in a government position dealing with open government and policy required.
Major Duties and
Responsibilities:

Legal and Clerical:

  • Research and analyze law sources such as state and federal statutes, recorded judicial decisions, legal articles, legal codes, and case law, the Texas Public Information Act, court websites.
  • Research and prepare drafts of correspondence, contracts, agreements, and pleadings and motions for filing with appropriate regulatory agency.
  • Compile and draft responses to administrative proceedings.
  • Organize and summarize case files, coordinates, assembles and prepares exhibits, affidavits, deposition summaries, and other documents for use in legal proceedings including (but not limited to) employee grievances, student/parent complaints, special education meetings, mediations, due process hearings, appeals, etc.
  • Research, review, and respond to requests for Public Information under the Texas Public Information Act including but not limited to assessing confidentiality, preparing clarifications, preparing cost estimates, reviewing decisions, preparing documents for production, and calculating and maintaining all deadlines
  • Research, review, and respond to subpoenas, coordinating with legal counsel and campus/department offices
  • Review and research policy and updates; coordinate with policy services and administration/Board of Trustees regarding policy
  • Act as liaison between legal counsel and campus administrators, campus office managers / staff; central administrators and staff
  • Prepare legal notebooks, packets, records, briefs, deposition summaries, etc.
