JOB PURPOSE SUMMARY

The Human Resources Manager provides strategic oversight to ensure Adams County School District 14 effectively recruits, maintains, and cultivates a premier, diverse professional staff. This leadership role involves direct management of comprehensive human capital systems, encompassing talent acquisition, employee integration, personnel relations, accountability structures, credential monitoring, and holistic staff development initiatives.

Acting as a vital partner to district administration, school-based leadership, collective bargaining units, and community entities, the manager champions equitable personnel practices and legal compliance. The position is essential in fostering a high-performance organizational environment rooted in professional excellence and supportive workplace culture.

REQUIREMENTS

Education Level Details

Master's degree in Human Resources, Business Administration, Educational Leadership, or a related field.

License / Certification Required

Valid Colorado Principal or Administrator License.

Valid Colorado Driver's License.

 

Work Experience Required

  • Minimum of three years of experience in human resources, personnel management, or educational administration.
  • Experience handling complex employee relations, recruitment strategies, and performance management.
  • Experience coordinating human resources initiatives within a K-12 educational setting preferred.
  • Proven experience managing departmental budgets and compliance reporting preferred.
  • Minimum of three years of successful leadership experience preferred.

Other Skills and Abilities Required

  • Strong problem-solving, critical thinking, and conflict management skills.
  • Knowledge of Colorado employment laws, FMLA, ADA, Title IX, workers' compensation, and CDE educator licensure requirements.
  • Demonstrated ability to navigate HRIS data systems (e.g., Frontline, IV) and employee tracking software.
  • Strong cultural competency and a commitment to creating equitable, diverse hiring pipelines and workplace environments for all staff.
  • Ability to establish and maintain effective working relationships with staff, administrators, union representatives, vendors, and community stakeholders.
  • Ability to manage budgets, resources, and departmental operations effectively.
  • Strong organizational, communication, leadership, strategic planning, and interpersonal skills.
  • Ability to work independently and respond effectively to operational challenges, investigations, and emergency personnel situations.
  • Ability to facilitate professional development and support continuous program improvement.

KEY FUNCTIONS, ESSENTIAL DUTIES AND RESPONSIBILITIES

Major Responsibilities

  • Program Development: Develop, implement, coordinate, and oversee district-wide human resources initiatives aligned with district goals and strategic priorities.
  • Recruitment & Retention: Design, implement, and expand strategic sourcing and recruitment pathways to attract highly qualified educators and classified staff, tailored to local labor market demands.
  • Employee Relations: Lead, document, and manage complex employee relations issues, conduct workplace investigations, and facilitate conflict resolution while ensuring absolute compliance with district policies and employment law.
  • Licensure & Compliance Oversight: Partner with the Colorado Department of Education (CDE) to ensure all instructional staff meet highly qualified status and maintain active, appropriate educator credentials.
  • Performance Management Leadership: Direct the district-wide implementation and digital platform tracking of the state-mandated educator effectiveness and evaluation systems.
  • Principal & Administrator Support: Collaborate with school leaders to establish uniform personnel planning, staffing allocations, and performance coaching resources.
  • Data Analysis & Accountability: Gather, interpret, and present staff retention data, demographic metrics, and recruitment success rates to the Board of Education and the Colorado Department of Education (CDE).

Serve as a policy and personnel liaison between district administration and campus leadership.

 

Strategic Implementation and Continuous Improvement

  • Lead the development and implementation of district recruitment and retention plans aligned with district strategic priorities.
  • Collaborate with school and district leaders to identify barriers to staff retention and develop strategies for improvement.
  • Systematically monitor the effectiveness of assigned HR programs through review of hiring data, turnover rates, and climate indicators.
  • Develop and coordinate professional learning opportunities to support effective evaluation, interviewing, and management practices at the school level.
  • Conduct Needs Assessments to determine short and long-range projects, insights on HR infrastructure, evaluation processes, policies, and professional development.

Policy, Reports, and Law

  • Implement policies established by federal and state law, Colorado Department of Education guidance, and local board policy related to personnel and employment.
  • Compile, maintain, and file all reports, records, compliance documentation, and other required materials.
  • Assist with the development, revision, and implementation of district procedures and guidelines related to human resources initiatives.
  • Maintain strict confidentiality of personnel records, medical files, and sensitive investigative information in accordance with district, state, and federal requirements.

Administration and Fiscal/Facilities Management

  • Support and follow local, state, and federal rules and policies.
  • Assist in identifying programmatic and operational needs during the budget development process for staffing allocations.
  • Manage departmental budgets and allocated resources in accordance with district procedures.
  • Perform other duties as assigned.

Communications

  • Facilitate communication and collaboration among campus administrators, district leaders, legal counsel, and staff members.
  • Communicate district HR expectations, policy changes, open enrollment timelines, and resources effectively to all stakeholders.
  • Promote awareness of career opportunities within the district through outreach, job fairs, and community engagement.
  • Maintain positive and collaborative relationships with external partners, universities, and workforce organizations.

Personnel Management

  • Supervise and evaluate assigned personnel and HR department staff as applicable.
  • Conference regularly with assigned staff to discuss program implementation, performance expectations, and professional growth opportunities.
  • Assist in recruiting, training, assigning, and supporting personnel involved in HR initiatives.

Budget and/or Resource Responsibilities

  • Assist in developing, reviewing, and monitoring departmental budgets and expenditures.
  • Recommend and support the purchase of HR software, recruitment resources, and employee support services.
  • Support collaborative decision-making regarding district staffing resource allocation.

 

SUPERVISORY RESPONSIBILITIES

Supervision of direct reports that may include HR Coordinators, HR Generalists, Benefits Specialists, Onboarding Specialists, or other assigned personnel.

Physical Demands: While performing the duties of this job, the employee is occasionally required to stand, climb or balance, stoop, kneel, crouch, or crawl. The employee must regularly lift and/or move up to 40 pounds.

Work Environment: While performing the duties of this job, the employee will work primarily in office, school, and outdoor environments. The employee may be required to respond to emergency situations at various district locations and may occasionally work evenings or weekends. The employee may also be required to work remotely in the event of a district closure or emergency situation.

Mental Functions: While performing the duties of this job, the employee is regularly required to communicate, analyze, evaluate, coordinate, investigate, problem solve, and use interpersonal skills. The employee must be able to exercise sound judgment and make decisions in emergency or high-pressure situations.

Compensation for this position is $115,774 to $162,841 per year (2026-2027), based on verified experience and qualifications, and aligned with the Adams 14 salary schedule. This position is scheduled for 228 work days annually. Additional compensation opportunities may be available through stipends or supplemental assignments, depending on job responsibilities.
