Job Title:  Benefits Specialist                                                                                                                                                 Location:  Central Office

Job Type: Classified; Non-Exempt                                                                                                                     Reports to:  Chief Financial Officer

Work Days:  261 (248 work days + 13 paid holidays)                                                                                         Hours: 8 am – 4:30 pm; 8 hours

Salary:  HCSD Support Staff Pay Scale A; Pay Grade A12                                                                               Range: $26.48 to $34.09 per hour        

Summary Description: Under limited supervision, the Benefits Specialist manages the HCSD Employee Benefit Plan, including but not limited to State Health Benefit Plan health insurance coverage and all voluntary employee benefit package offerings; annual and special open enrollments; invoice reconciliation and payments; employee retirement plans including Teachers Retirement System of GA, Public School Employees Retirement System of GA, Social Security and HCSD Supplemental retirement options. Maintains working knowledge of all benefits offered; ensures compliance with all legal requirements of various employee benefit programs; is responsible for understanding and executing employee benefit payroll procedures, policies, and best practice standards and assists, supports and communicates same with district administration and employees, Benefit Broker and various vendors.  Recommends new and/or improved employee benefit plans and cost-saving measures; coordinates the benefits payroll setup and all related financial accounting responsibilities for HCSD.  Assists with system-wide preparation and timely distribution of school district payroll for 1100+ employees.  Position is responsible for all monthly, quarterly, biannual and annual benefits-related reporting. 

Requirements:    

  1. Associates Degree or higher in accounting or business.
  2. Minimum of 5 years successful experience in employee benefits and insurance for a Georgia public school system or equivalent.
  3. Minimum 3 years daily use of Microsoft OfficeÓ suite with advanced Excel skill.
  4. Proven ability to organize, multi-task and work independently and within team environment.
  5. Excellent written and verbal communication skills.

Essential Job Duties:

  1. Maintain confidential employee and employer records, reports and other information. Work confidentially with discretion. 

  2. Manage employee benefits literature, forms and other correspondence required for the processing of benefits. 

  3. Process employee benefit changes in accordance with payroll cutoff and pay dates and assist with the preparation, issuance and distribution of the school system payroll. 

  4. Review employee benefit processing instructions and ensure internal controls and safeguards are followed relative to employee benefits and payroll withholdings.

  5. Balance monthly computer-generated benefit registers and invoices; process agency billings and reconcile employee benefit payroll deductions and ensure that all school system employees, substitutes, and BOE members have accurate benefit deductions as authorized by the employee and school system.

  6. Prepare and remit weekly, monthly, quarterly and annual reports to agencies for benefits and terminations in accordance with legal and/or contractual requirements and in accordance with Board policies and procedures.

  7. Prepare employee benefit package information for internal and external audits and annual financial and management audits.

  8. Maintain compliance with Section 125 Flexible Benefits Plan, Internal Revenue Service requirements and benefits administration, ACA and COBRA laws in accordance with benefit plan rules. 

  9. Review, approve and distribute supplemental retirement plan documents and withdrawal/rollover of contribution forms.

  10. Provide support and assistance to school and department personnel on benefit matters and document submission.

  11. Prepare and submit all applicable federal, state and local reports on a monthly, quarterly and annual basis. 

  12. Manage records retention program in compliance with Georgia Archives Local Government Record Retention Schedules.

  13. Maintain professional and technical knowledge by attending educational workshops and reviewing professional publications. 

  14. Perform other duties as assigned.
