Job Summary:

The Early Childhood and After the Bell Supervisor works under the direction of the Teaching and Learning Director and in close collaboration with other department staff to successfully develop, facilitate, and expand community programming in the Oregon City School District for children who have not yet entered kindergarten. This position is responsible for supporting and training early childhood/preschool and After the Bell staff, as determined by the Community Education Supervisor, and will be on call to assist in emergency situations.

ESSENTIAL FUNCTIONS

  1. Develop and maintain successful, high-quality early childhood and after-school care programs. Coordinate, implement, and monitor year-round program opportunities.
    1. Ensure that programs align with the District Strategic Plan, are culturally relevant and developmentally appropriate, and follow Oregon City School District policies, procedures, and mission.
    2. Prepare drafts of program schedules and descriptions to estimate staffing and facility requirements.
    3. Oversee the day-to-day operations of on-site preschool and After the Bell program, providing support to staff members and children as needed.
    4. Oversee program registration, tours, and questions/concerns/inquiries about program offerings.
  2. Review and implement state requirements as a licensed childcare facility. Develop procedures to meet codes and to ensure facility safety, security, and maintenance.
  3. Manage multiple projects simultaneously and prioritize tasks to completion in a timely manner.
  4. Responsible for the hiring, supervision, and evaluation of designated Early Childhood and After the Bell staff. Responsible for ensuring appropriate training and support are provided.
  5. Locate and schedule appropriate outside programming and field trip opportunities for youth.
  6. Advertise and recruit for program participation through individually created flyers, website updates, and attendance at elementary school parent nights, etc.
  7. Build relationships with community partners to ensure continued opportunities and program growth.
  8. Establish and enforce appropriate rules, procedures, and expectations for children and families participating in early childhood and After the Bell programs. Problem-solve with staff and parents when conflicts arise.
  9. Maintain regular communication with Supervisor about program changes, needs, and concerns.
  10. Forecast and maintain program costs within budget. Provide necessary information to Supervisor and the fiscal department to ensure the Community Education budget is accurate.
  11. Respond to ongoing staffing needs: recognize and provide coaching to new and/or underperforming staff, observe and report staff concerns to Supervisor and/or Human Resources.
  12. Maintain attendance, planning, accounting, immunization, medical, and other program records. Provide reports or analysis to District leaders when requested.
  13. Coordinate substitutes, manage roster discrepancies, and provide other required daily communication with staff and parents.
  14. Provide staff professional development, training, and evaluations to improve staff performance.
  15. Daily work hours may vary, including some evening and weekend work. On-call for evening and weekend support in emergency situations.
  16. May be required to step in as a substitute preschool teacher or assistant or at After the Bell sites, if necessary to ensure compliance and safety.
  17. May need to provide back-up administrative support for other Community Education programs in an emergency.

  4. Maintain the integrity of confidential information relating to students, staff, and District patrons.
  5. Confer regularly with immediate supervisor.

Perform other related duties as assigned.

  1. Ability to exercise independent judgment while adhering to prescribed policies and procedures and perform the essential functions of the position with minimal supervision.
  2. Demonstrated skills in time management, flexibility, organization, and independent work proficiency.
  3. Detail-oriented, with the ability to manage multiple tasks simultaneously while prioritizing customer service.
  4. Ability to establish and maintain effective professional relationships and work in partnership with supervisors, other staff, students, and the general public.
  5. Skill in the use of designated software for documents, spreadsheets, presentations, and databases.
  6. Ability to forecast, manage, and maintain program costs within a specified budget.
  7. Knowledge of general office procedures and the ability to maintain accurate and reliable records and data.
  8. Strong verbal and written communication skills, with the ability to market programs effectively and positively to the Oregon City community.
  9. Ability to demonstrate professionalism in dress, speech, and manner appropriate to the assignment and work setting.
  10. Able to maintain confidentiality at all times.
  11. Able to follow district policies and procedures at all times.

    Minimum Qualifications:
  12. Associate's degree in child development, education, or related field.
  13. Minimum two (2) years experience working with children in an educational, recreational leadership, or community development setting.
  14. Minimum two (2) years experience working/volunteering with early childhood programs.
  15. Experience in youth development, curriculum instruction, or related fields.
  16. Prior leadership or supervisory experience involving program coordination.
  17. Such alternatives to the above qualifications as the Superintendent may find appropriate and acceptable.
  18. Current Food Handler's card, or ability to obtain within one month of hire.
  19. Current Infant-Adult CPR/First Aid Certification, or ability to obtain within one month of hire.
  20. Meet current requirements for the Oregon Department of Early Learning and Care Preschool Promise Program, or the ability to obtain within one month of hire.
  21. Strong understanding and history of successful customer service; evidence of ability to establish and maintain effective collaborative relationships with patrons and staff.
  22. Must be able to work flexible hours, including evenings and weekends. Must be able to respond in an on-call capacity when needed.
  23. Successful completion of a criminal history records check, as required by law. 

Preferred Qualifications

  1. Bilingual in Spanish/English.
  2. Bachelor's Degree in child development, education, or related field.
  3. Successful leadership or project management experience in a K-12 school district.

This position is 1.0 FTE; 240 days per year.

Annual Salary - $64,607 -  $71,785
