Position Title: Secondary Special Education Program Support Specialist
Reports To: Director of Exceptional Student Services or Designee
Positon Summary:
The Secondary Special Education Program Support Specialist supports secondary special education
staff, students, and families across member districts through job-embedded coaching, collaboration,
professional learning, and systems-level support. This role strengthens teacher effectiveness,
promotes high-quality IEP development, and expands transition-focused programming to improve
postsecondary outcomes for students with disabilities.
This position works closely with school psychologists and the special education department to
support cohesive team practices, effective problem-solving, and aligned service delivery across
middle and high school settings. The Specialist serves as a liaison between schools, families, and
community partners, including SWAP, DVR, community agencies, continuing education programs, and
Career and Technical Education (CTE), to increase access to meaningful postsecondary opportunities.
In addition, this role supports implementation of Colorado Exceptional Children's Educational Act
(ECEA) Rules and Indicator 13 requirements through coaching, technical assistance, and program
development, with a focus on compliant transition planning and improved student outcomes.
Minimum Qualifications:
• Bachelor's degree in special education or related field
• Current or past licensure through the Colorado Department of Education (CDE) with endorsement in
Special Education
• Minimum of five (5) years of licensed experience as a teacher or SSP in the secondary setting
(special education teaching experience preferred)
• Demonstrated experience in secondary special education settings
Instructional Coaching and Professional Learning
• Provide coaching, mentoring, and support to secondary special education teachers to strengthen
instructional practices, transition planning, and compliance
• Collaborate with school psychologists and multidisciplinary teams to improve teacher
collaboration, problem-solving, and service alignment
• Support development of high-quality, compliant IEPs, including measurable postsecondary goals,
aligned annual goals, and coordinated transition services
• Assist staff in understanding and implementing IEP-driven graduation requirements and
pathways
• Develop and facilitate professional learning aligned to:
o Secondary special education best practices
o IEP development and compliance
o Indicator 13 requirements
o Transition planning and postsecondary readiness
Compliance and Program Oversight
• Support staff in implementing compliant transition components aligned with ECEA and Indicator 13
requirements
• Provide guidance to improve the quality and alignment of IEPs related to transition planning and
postsecondary outcomes
• Assist teams in aligning services with measurable postsecondary goals, transition assessments,
and coordinated activities
• Support monitoring of transition-related data and program effectiveness to inform continuous
improvement
Leadership, Systems, and Collaboration
• Partner with secondary teams to design, implement, and refine transition programs across rural
and urban settings
• Support development of systems for work-based learning, career exploration, internships, and
postsecondary planning
• Serve as a liaison between schools and community partners, including SWAP, DVR, CTE programs,
and continuing education
• Support interagency collaboration and access to services such as Pre-Employment Transition
Services (Pre-ETS)
• Build strong relationships and maintain effective communication across districts, teams, and
community partners
• Promote a collaborative, solutions-oriented approach to supporting secondary students with
disabilities
Knowledge, Skills, and Abilities
• Strong knowledge of secondary special education, including IEP development, graduation
requirements, and transition planning
• Understanding of ECEA Rules and Indicator 13 compliance requirements
• Experience implementing transition programs in collaboration with secondary special education
staff
• Knowledge of workforce readiness systems, CTE pathways, and postsecondary options
• Ability to build relationships and collaborate across schools, families, and agencies
• Skilled in coaching adults and facilitating professional learning
• Strong organizational, communication, and problem-solving skills
• Ability to manage multiple priorities and support diverse district needs
Working Conditions and Physical Requirements:
• Frequent standing, walking, bending, talking, and hearing
• Occasional reaching, climbing, balancing, stooping, or kneeling
• Ability to occasionally liV and/or move objects up to 25 pounds
• Work is performed in a variety of settings including schools, offices, and training
environments
Travel Requirements:
• Regular travel to member districts and program sites is required
• Employee must have reliable transportation and the ability to travel to any assigned
location
• Travel may be conducted using a personal or BOCES vehicle
• Mileage reimbursement will be provided in accordance with Board policy
Licensure/Certification Requirements:
• Valid or previous licensure through the Colorado Department of Education (CDE) as a Special
Education Teacher
• Appropriate endorsement in Special Education aligned to the responsibilities of the
position
Salary and Terms of Employment
• This position is based on a 200-day work calendar as assigned by Pikes Peak BOCES
• Earned leave will be provided in accordance with Board policy
• Salary placement determined based on education and experience in accordance with the BOCES
salary schedule
• Employment is on an annual contract basis and is subject to renewal or non-renewal at the
discretion of the Board
• Will consider retirees and 110-day or 140-day work calendar
