Salary Range: Mesquite ISD - Compensation Plans
Shift Type: Full-Time
Wage/Hour Status: Exempt
Reports To: Assistant Superintendent - Teaching & Learning
  


EMPLOYMENT BEGINS: July 1, 2026


PRIMARY PURPOSE:

  • To lead and supervise the bilingual and ESL programs using high-quality instruction, delivery of comprehensive professional development, and assurance of requirements compliance related to services for Emergent Bilingual students.

 

QUALIFICATIONS:

Education/Certification:

  • Bachelor's degree, with appropriate state certification in an academic field
  • Master's degree within ten years of employment
  • Bilingual certification

     

    Experience:

  • Successful experience as a teacher in assigned curricular area
  • Three or more years of experience in instructional leadership position (preferred)

     

    Special Knowledge/Skills:

  • Demonstrated experience with the design, development, and implementation of EB programs
  • Knowledge of federal and state EB compliance and monitoring requirements
  • Knowledgeable preparing and evaluating reports and records
  • Ability to interpret data to evaluate program effectiveness
  • Ability to communicate with teachers, leaders, school trustees, parents, and community leaders
  • Ability to manage and administer budget
  • Demonstrated ability to design and implement professional development
  • Advanced level of working knowledge of TEKS
  • Ability to design aligned assessments
  • Ability to communicate effectively with bilingual parents and students
  • Knowledgeable of legal frameworks of language programs
  • Fluent in all four linguistic domains for both English and Spanish
  • Clear understanding of LPAC Framework

 

MAJOR RESPONSIBILITIES AND DUTIES:

  • Directs the design, development, and implementation of district wide EB programs, projects, and activities, including summer school and local, state and federal initiatives related to EBs.
  • Collect, analyze, and disseminate student achievement data.
  • Monitors and evaluates the effectiveness of curriculum resources and instruction.
  • Develop, conduct, or arrange professional development sessions for district and campus staff in relation to instruction and compliance pieces.
  • Oversees the selection and purchase of supplemental equipment and supplies for successful EB program implementation and development.
  • Comply, interpret, and implement school policies established by state and federal law, State Board of Education rule, and local school board policy related to the implementation of EB programs.
  • Ensure that schools are in compliance with local, state, and federal requirements and present required written and oral reports to the Texas Education Agency, Region 10, the Board of Trustees, and District Leadership.
  • Oversee, review, and approve individual/team local budget demands.
  • Allocate federal funds based on data analysis and performance.
  • Actively collaborate with the Personnel Department in the recruitment and hiring process of teachers, paraprofessionals, substitutes, and auxiliary staff.
  • Plan, organize, staff, and manage instructional and enrichment programs for students and families of Emergent Bilinguals throughout the year.
  • Work in conjunction with Data Management to ensure accuracy in PEIMS submissions.
  • Collaborate with appropriate personnel on student placements, classroom capacity, and staffing decisions.
  • Evaluate effectiveness of outreach programs in order to better meet the needs of EB students and families.
  • Articulate the district's mission and promote collaboration with all stakeholders regarding the district's strategic and improvement plans.
  • Demonstrate awareness of district-community needs and initiate activities to meet those needs.
  • Manages fiscal and physical resources responsibly, efficiently, and effectively by using data to inform budget decisions to support district goals and EB needs.
  • Provide overall department direction in accordance with district policies
  • Provides ongoing coaching to improve performance.
  • Utilize the coaching model to grow and support coordinators and/or facilitators
  • Collaborate with subject area coordinators to provide instructional programs that improve the achievement of Emergent Bilingual students..
  • Perform other duties as assigned.

     

    SUPERVISORY RESPONSIBILITIES:

  • Supervise and conduct performance reviews for bilingual/ESL Instructional Coordinators
  • Supervise job responsibilities and performance of BEES Coordinator
  • Supervise job responsibilities of the district translator

    Physical demands/environmental factors:

  • Intermittent walking, sitting, and standing
  • Occasional warehouse visits to inventory merchandise and occasional lifting, moving of up to 20 lbs
  • Travel within the district and state
  • Prolonged and irregular hours
