Reports To: Director of Leadership Initiatives

Salary:  This is a full-time twelve (12) month position at 232 days with a minimum annual salary of $67,158.00.  This is a grand-funded position and continued employment is contingent upon grant renewal. 

Job Summary (Primary Purpose):
The Program Specialist within the Leadership Initiatives Department will provide operational support related to the implementation of the Local Classroom Reviews grant and the District Wide Classroom Reviews grantThe Program Specialist will also provide technical assistance to the Division of District Strategic Leadership at the Texas Education Agency and Education Service Centers across Texas in support of the classroom review requirements that are a component of HB1605The Program Specialist will serve as the lead for logistical support and deliver training related to classroom reviews.  


Required Qualifications (Education/Certificates):

  • Bachelor’s Degree from Accredited College or University
  • Minimum of 3 years experience in the field of grants, project management, and/or finance
  • Experience delivering professional development learning to adults

Preferred Qualifications (Education/Certificates):
  • Minimum of 3 years experience in K-12 education or at an Educator Certification Program

Knowledge and Skills:
  • Strong organizational skills
  • Experience developing and facilitating professional learning
  • Experience with Smartsheet
  • Experience in working collaboratively and maintaining effective working relationships with internal staff and external partners
  • Ability to work in a deadline-conscious, results driven environment
  • Knowledge of various types of contracts, methods of contracts, and appropriate solicitation and procurement requirements
  • Excellent communication skills, written and verbal, with experience maintaining stakeholder engagement

Major Job Responsibilities/Essential Functions:
  • Serve as a representative of ESC Region 13, displaying courtesy, tact, consideration, and discretion in all interactions with other members of the educational community and with the public
  • Support the continuous improvement of the Local Classroom Review training content and facilitation of training. 
  • Maintain a detailed project plan in Smartsheet including high level milestones and detailed tasks for each milestone
  • Provide support for training opportunities by providing logistical coordination for in-person and virtual events including but not limited to securing venues, maintaining registration, and event coordination.  This also includes onsite support for training and events within Texas.
  • Oversee scheduling for training including the development of tools and trackers and managing communication across relevant stakeholders.
  • Manage the registration process, including creating registration forms, tracking attendee numbers, handling special requests or accommodations, and maintaining a regular cadence of communication regarding event logistics to keep all stakeholders informed.
  • Develop a certification tracking process for certified classroom reviewers across the state.
  • Support the contracting and invoicing process for approved vendors ensuring accuracy and timely payments.
  • Provide monthly financial reporting related to vendor contracts and ensure those details are readily available through a dashboard.
  • Maintain and manage all contracts and relationships with vendors to support the implementation of local classroom reviews.
  • Maintain clear and consistent communication with external vendors regardingbilling, payment, and financial reporting
  • Perform other duties as assigned

Budget Responsibilities:
  • Budget management and oversight for the associated grants
  • Monitor program and/or grant guidelines along with expenditures
  • Monthly budget reporting
  • Participate in budget planning meetings as needed
  • Allocating expenditures to the correct accounts according to departmental procedures

Working Conditions (Physical/Mental Demands & Environmental Factors):

  • Travel within Texas required for a minimum of 15-20 days per year
