Position Summary

The primary role of the certified school nurse (CSN) is to maintain and/or improve the health status of students, thus enabling them to profit fully from their educational experiences; and, to promote optimum health status and lifestyles for all students through the joint efforts of the home, school and community. The CSN is responsible for coordinating, collaborating, planning for, and, in most cases, providing direct services to ensure that the District’s health program, as defined by the Pennsylvania School Code, District Policies, and the PA Department of Health Division of School Health Regulations, is carried out according to the specifics in the Law (Mandated programs) and within the parameters established for approved Modified programs. The CSN oversees the health services programs at multiple school sites. Nursing services are provided to both general and special education students as mandated under federal and state laws. The CSN adheres to HASD Professional requirements and state/federal standards for Licensed Employees. Reports to the Building Administrator, under the general supervision of the Director of Special Education and Student Services.

Minimum Qualifications
Education & Training
  1. Bachelor’s Degree in Nursing (BSN)
Licenses & Certificates
  1. Current PA Registered Nurse license
  2. Certification as Educational Specialist by Pennsylvania Department of Education
  3. Current Cardiopulmonary Resuscitation (CPR)/Automated External Defibrillator (AED) certificate from the American Heart Association, or American Red Cross. Certification must be maintained for the duration of the assignment.
  4. A valid driver’s license that allows the applicant/employee to legally operate an insured motor vehicle in Pennsylvania.
Preferred Experience
  1. Background/experience in pediatric nursing, community health nursing, critical care nursing, medical-surgical nursing and/or emergency room nursing.
  2. Knowledge of current Child Abuse Law.
  3. Demonstrate sensitivity/understanding of interpersonal relations with students and persons of diverse cultures and backgrounds required.
  4. Demonstrate professional and personal characteristics necessary for working effectively with students, parents, school personnel, and members of the community.
  5. Possesses high moral standards and integrity.
  6. Leadership, management and public speaking skills highly desirable.
Knowledge, Skills and Abilities
  1. Demonstrate general knowledge in the fundamental principles, trends, and research in the field of school nursing.
  2. Skill in using tact, discretion, initiative and independent judgment within established guidelines.
  3. Skill in organizing work, setting priorities, meeting critical deadlines, and following up on assignments with a minimum of direction.
  4. Ability to prepare required written reports.
  5. Ability to work collaboratively with a broad and diverse population of students, families, peers and colleagues.
  6. Ability to communicate clearly and concisely, both orally and in writing; ability to communicate with school personnel, students and parents while complying with the confidentiality requirements on local, state, and federal policies and statutes.
  7. Utilize a computer in health-related searches, e-mail communication, data collection and health record, medication, and specialized procedure documentation.
  8. Knowledge of educational resources, policies and procedures.
  9. Knowledge of laws, policies, and procedures with respect to student safety, security, confidentiality and ethical practice.
  10. Ability to travel to more than one work location in the course of the day.
  11. Maintain and improve professional competence.
Performance Responsibilities (Essential Functions)
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills and abilities required.   1. Demonstrate regular and consistent attendance and punctuality.
  2. Develop and maintain a comprehensive school health services program for students, following the guidelines of the PA School Code, PA DOH Regulations, the Division of School Health guidelines, PA DOE Regulations, and District policies, including but not limited to:
    1. Assist with school administrators, school physicians and dentists in planning and organizing the school health program. Consult with school administrators to establish, review and revise policy and procedures for a comprehensive school health program. Schedule dental and physical exams.
    2. Provide up-to-date information for use of school personnel on such subjects as the growth and development pattern of children, first aid practice, accident prevention, communicable disease regulations and assists in evaluating the content material used for health teaching, and offer assistance in providing sources of information.
    3. Use data collected to help plan and evaluate the school health program.
    4. May serve on District advisory health councils.
    5. Ensure that reports required by the school district; PA Dept. of Health, Div. Of School Health; and PA Dept. of Education are properly prepared and forwarded.
  3. Provide direct services to students, using the nursing process to provide care to the school community in accordance with current medical practice and nursing standards, relevant statutes, and regulations, including but not limited to:
    1. Perform and/or oversee mandated screenings and complete referrals and follow-up where applicable.
    2. Manage and control acute and chronic disease.
    3. Carry out policies and procedures for the control of communicable diseases, in collaboration with the PA Department of Health.
    4. Provide first aid for illness or injury to students and document nursing assessment, diagnosis and treatment.
    5. May establish health care plans for students with special health care needs and update them as needed.
    6. Review and monitor student immunization status. Make appropriate referrals to up-date immunizations when indicated.
    7. Provide health counseling.
    8. Maintain comprehensive health records on each child and records of school nursing services. Assist in interpreting the health needs of individual children to parents and teachers and assist families in utilizing community resources for improving the health of their children.
    9. Administer medications and perform procedures according to physician orders and District policies and procedures. Ensure physician orders for individual student medications and/or treatments comply with requirements for administration.
    10. Inform teachers of health conditions of pupils which may affect behavior, appearance or scholastic performance.
  4. Facilitate an organized system of coordinated care for students, including but not limited to:
    1. Collaborate with agencies within and outside of the school community to ensure continuity of service and care of students, including working with private physicians and dentists to coordinate private medical and dental examinations with the school program.
    2. Identify high risk children to needed services, including students presenting with signs of child abuse.
    3. Shall actively participate as a member of Suicide Prevention, Drug and Alcohol Abuse Prevention and Smoking Cessation programs or activities.
    4. Shall actively participate in the Student Assistance Program; Child Study Team; individual education program meetings for exceptional students with medical or developmental issues; Chapter 14 and 15 review and evaluation teams; and/or provide information to these teams as required.
  5. Promote a safe and healthy school environment, including but not limited to:
 
  1. Plan with school administrative, maintenance and sanitation personnel for the environmental needs of the school group, and advises school officials of environmental adjustment necessary to meet the needs of physically challenged individuals.
  2. Plan for first aid services and instruct personnel responsible for giving first aid.
  3. Direct the health service’s staff to facilitate the school health program.
  4. Apply appropriate nursing theory and evidence-based practice as the basis for decision making in the school setting. Contribute to the body of school nurse knowledge through participation in needs assessments and/or research.
  5. Serve as resource person to facilitate learning of positive health and wellness behaviors for students and staff.
  6. May arrange for or teach in-service programs for school personnel in first aid, emergency care procedures and current health issues.
  7. Promote good safety practices, both within and outside of school buildings. May serves as a member of Safe School Committee(s).
  8. Assist in budget preparation by advising the school administrator in preparing a budget for the health program and facilities, and shall advise him on the financial needs for a program.

Physical Demands: While performing the duties of this job, the employee is frequently required to stand, walk and/or sit and talk or hear. The employee must occasionally lift and/or move up to 20 pounds independently. Specific vision abilities required by this job include close vision and distance vision. Low exposure to self to bruises and cuts due to typical office environment.
Work Environment: While performing the duties of this job, the employee is occasionally exposed to outdoor conditions. The employee may be required to travel between District facilities using personal transportation. The employee may be required to work non-traditional hours based on District needs.
Mental Functions: While performing the duties of this job, the employee is regularly required to communicate and use interpersonal skills. The employee is occasionally required to evaluate, analyze, compute, compile and synthesize.
Cognitive Ability: While performing the duties of this job, the employee must be able to communicate effectively with all stakeholders (administration, teachers, parents, students, vendors, etc.). The employee must be able to organize and prioritize multiple tasks, exercise good judgment and make decisions.
Evaluation
Performance on this job will be evaluated in accordance with School Board policy and administrative regulations on evaluation of licensed personnel.

  3. Current registered nurse license issued by the Pennsylvania Department of Health.
