REPORTS TO: Business Manager
CLASSIFICATION: 12 Month Position
STATUS:  Exempt
 
JOB SUMMARY: Coordinate and implement the day-to-day operations of district child accounting and student transportation services.  

ESSENTIAL DUTIES AND RESPONSIBILITIES:  
CHILD ACCOUNTING/PIMS:

 

  • Handle central online registration of all district students, assist parents/guardians with completion of forms and maintain communications with schools regarding new enrollments and participate in kindergarten registration.
  • Monitor, address and maintain appropriate records for all out of district placement students (4605’s).
  • Maintain the student database; student membership, withdrawals, rollovers, reports and functions necessary for accurate record keeping.
  • Coordination of PA Information Management System (PIMS) reporting requirements, upload all data, monitor errors and follow up with appropriate personnel for corrections, monitor timely and appropriate student data input to district database and refer areas requiring improvement to the Business Manager, monitor changes and new requirements of PIMS.   
  • Responsible for student update uploads, special education uploads, Act 80, Child Accounting Annual report, Interscholastic report, and other reports as required.
  • Monitor Cyber Charter School students and process monthly payments.
  • Prepare monthly enrollment board report.
  • Gain an understanding of the state and local child accounting requirements as defined by the PA Public School Code, Pennsylvania Code Title 22, Basic Education Circulars (BECs), District Board Policy, and other related resources, attending appropriate conferences as needed.
  • Serve as district liaison regarding child accounting matters including the PA Department of Education, other school districts, Intermediate units, children services, placement agencies, and district staff.
 
TRANSPORTATION:  
  • Manage the student transportation database through Sapphire, Transfinder, and Parentsquare software and complete all entries, withdrawals, rollovers, reports and functions necessary for accurate record keeping.  
  • Communicate with parents, contractors, or special education department on changes to student transportation rosters.  Prepare annual transportation notification to families.  Work with Superintendent/Assistant Superintendent on BID transportation determinations.
  • Verify and maintain vehicle and driver compliance documentation.  Provide a list of eligible bus/van drivers for Board approval annually and monthly updates.
  • Monitor radio communication and respond as needed.  Maintain records for radio and camera equipment.
  • Develop and maintain bus/van routes and rosters and assist the Business Manager in the development of pupil transportation forms and procedures and analysis of transportation operations.
  • Prepare transportation contracts, monthly payments sheet and obtain monthly log sheets from the bus/van contractors.  Assist in the preparation of materials for all transportation meetings and attend meetings as defined by the Business Manager.
  • Prepare and submit PDE Transportation and Bus Evacuation State reports and keep abreast of all reporting requirements.   Maintain required documentation for non-public student transportation and hazardous routes.
  • Acquire an understanding of laws and regulations pertaining to pupil transportation, i.e. District Board Policy, appropriate sections of PA Code Title 67, U.S Department of Transportation Federal Standard 17, Commercial Motor Vehicle Safety Act, PA Public School Code, Commonwealth of PA State Regulations Chapter 23, Act 372 of 1972 and Act 174.
GENERAL RESPONSIBILITIES:  
  • Serve as district liaison with the local and state auditor for child accounting, student transportation matters and maintain a complete and detail audit trail as required. 
  • Prepare correspondence/materials and conduct other duties as directed or assigned by the Business Manager. 


 
QUALIFICATIONS:          
Associate degree or High school diploma with equivalent experience

Excellent organizational and written/oral communication skills
Ability to work independently, prioritize work and meet multiple deadlines.
Ability to work as a member of a team.
Excellent computer software skills in word processing, spreadsheet, database, email and internet
Submission of pre-employment medical examination (Section 148 of the Pennsylvania School Code)
Submission of a report of criminal history record from the Pennsylvania State Police (Section 111 of the Pennsylvania School Code)
Submission of a clearance report from the Pennsylvania Department of Public Welfare in accordance with Act 151 of 1994
Submission of Federal Criminal History Record in accordance with Act 114 of 2006
Submission of the Arrest/Conviction Report and Certification Form as required under Act 24 of 2011
Such alternatives to the above qualifications as the Board may find appropriate and acceptable
