Position: Accounting Manager - Full-time / 261 day calendar
Primary Purpose: Under the general direction of the Director of Business Services, the Accounting Manager is responsible for the maintenance of the general ledger, budget implementation and monitoring, establishment and maintenance of proper internal accounting procedures and controls, accounting management of restricted grants, and acts as daily cash manager.
Qualifications/Requirements:
Education:
Bachelor’s Degree in Accounting or Business
Certified Public Accountant preferred
Experience:
Five years of municipal accounting experience or equivalent, including: knowledge of General Ledger, Accounts Receivable, Accounts Payable, Payroll and Payroll processes, State and Federal taxes and reports and annual financial report preparation.
Special Knowledge/Skills:
- Principles of budgeting, accounting and payroll systems;
- Working knowledge of Governmental Accounting Standards set by GASB;
- Working knowledge of OMB federal grant accounting and reporting standards;
- Municipal or school district accounting and financial relationships;
- Proficiency with a variety of computer applications, Excel spreadsheets and Access databases.
- Maintain and reconcile general ledger records;
- Prepare accurate financial and budget related reports;
- Read and understand financial records and reports and technical and legal matters;
- Devise new forms and establish procedures for record keeping in accordance with generally accepted accounting principles (GAAP);
- Apply district policies judiciously and follow oral and written instructions;
- Maintain cooperative relationships with those contacted in the course of work;
- Ability to comply with strict deadlines;
- Criminal history fingerprint clearance required.
Major Responsibilities and Duties:
- Establish, revise and control accounting procedures for district programs;
- Manage district’s internal accounting control;
- Prepare monthly financial statements for board meetings;
- Monitor and control daily cash flows and invest all available funds in accordance with district’s Investment Policy;
- Oversee fiscal year financial audit and coordinate preparation of consolidated annual financial report with independent auditors;
- Monitor and account for the allocation of County property tax turnovers between current and prior taxes for Long-Term Debt and General Fund;
- When necessary, control bond fund financial transactions and draws;
- Personally represent district in banking and financial institution working relationships;
- Provide and maintain adequate controls and safeguards to protect district’s cash assets and property;
- Perform financial and statistical research to assist in formulation/revisions of new policies and administrative rules and assist in planning for new or revised programs that are relevant to the Finance Department;
- Oversee the accounting for district funds such as, student activities, athletics, food services, etc.;
- Oversee the monthly reconciliation of all bank accounts;
- Reconcile financial accounting for district grants and in some cases grant consortiums; requires some oversight to ensure expenditures comply with grant provisions;
- Maintain regular and dependable attendance that is consistent with the district’s standards of attendance;
- Perform other related work assignments as required.
Salary/Benefits: Salary Range: $79,830 - $104,693
