Description

Primary Purpose:
Assists the Superintendent of Administrative Services in providing support and oversight to the Administrative Services Department, which is composed of Human Resource Services, Student Nutrition Services, Maintenance Services, and Transportation Services. Specifically, oversee district operations and safety efforts and to provide additional administrative support to Human Resources efforts as needed.
 
Qualifications:
            Campus-level leadership experience required
            District-level leadership preferred
            Bachelor’s degree or equivalent experience required
            Valid Texas Mid-management or Principal Certification preferred
 
Special Knowledge/Skills:
Knowledge of operations management
Ability to interpret data and evaluate transportation, maintenance and custodial programs
Ability to implement policy and procedures
Ability to document program evaluations
Knowledge of emergency operations planning
Knowledge of National Incident Management System (NIMS), Incident Command System (ICS), and Federal Emergency Management Agency (FEMA) procedures
Knowledge of health and school safety programs and applicable laws
Knowledge of local, state, and federal response procedures
Ability to work within the county emergency operations center as applicable
Excellent communication, public relations, and interpersonal skills
Ability to manage personnel
 
Experience:
3 years experience as campus principal or facilities management
3 years experience managing people
 
Major Responsibilities and Duties:
 

Operations Management

  1. Oversee the management of facilities maintenance, custodial program, warehouse, child nutrition, and transportation operations of the district.
  2. Incorporate district-level goals into operational objectives to ensure that students arrive at school and school activities safely and on time; receive nutritious and balanced meals; and attend school in an environment that is safe, clean, and conducive to learning.
  3. Monitor and reevaluate operations departments on an ongoing basis to ensure that district needs are being met in an effective and efficient manner. Implement changes where appropriate.
  4. Collaborate with architects and consultants during the design and planning phases of all construction projects to ensure compliance with the district’s specifications, design and construction standards, and building programs. Monitor the progress and compliance of ongoing construction projects.
  5. Ensure that the necessary time, resources, materials, and technology to support accomplishment of department goals are available.
Safety and Security
  1. Ensure that safety standards are maintained in conformance with federal, state, and local insurance regulations and to take the responsibility that a district-wide preventive safety program is developed and implemented.
 
  1. Follow district safety protocols and emergency procedures. Provide leadership for the development, planning, and implementation of the districtwide school safety and security program.
  2. Responsible for district safety, emergency management, NIMS, and ICS training of administrators, staff, and volunteers.
  3. Develop and provide guidance to campuses and other facilities for emergency procedure drills. Plan, coordinate, and schedule drills with all instructional and noninstructional facilities to ensure readiness when needed.
  4. Plan agendas and serve as chair for the school safety and security committee.
  5. Oversee the annual review of the district emergency management plan using data, state guidance, and stakeholder feedback to assess effectiveness and make recommendations for improvement.
  6. Inform campus leaders of the status of campus preparedness and planning for weather-related or unexpected emergencies. Monitor weather and approaching storms and make recommendations if the weather is likely to alter campus class schedules or affect campus events or affect off campus travel and events.
  7. Assess availability of appropriate technologies for emergency response, including testing emergency communication technologies, tracking and analyzing the speed of communications, timing of messages, and communication delays.
  8. Act as the district liaison with local law enforcement, fire agencies, emergency management officials, and community leaders involved in emergency preparedness, response, and recovery.

Policy, Reports, and Law

  1. Implement federal and state laws and regulations and local board policy and ensure compliance. Stay abreast of state and federal public policy changes that could impact the district.
  2. Oversee development, maintenance, and implementation of the district’s multi-hazard emergency operations plan; ensure campus plans are up-to-date and in compliance with the latest standards in emergency response.
  3. Compile, maintain, and file all reports, records, and other documents as required.

Budget

  1. Ensure that operations are cost effective and funds are managed prudently.

Communication

  1. Ensure that established goals and expectations related to district operations are communicated clearly, consistently, and in a timely manner.
  2. Ensure that established goals and expectations related to district safety and security are communicated clearly, consistently, and in a timely manner to all appropriate stakeholders.

Personnel Management

  1. Prepare, review, and revise job descriptions in maintenance, child nutrition, warehouse, and transportation departments as needed.
  2. Evaluate job performance of employees to ensure effectiveness.
  3. Recruit, Select, train, evaluate, and supervise staff and make recommendations relative to assignment, retention, discipline, and dismissal.
Employee Relations
  1. Take a proactive role in identifying and responding to issues of interest to employees; work in collaboration with district leadership to ensure preemptive and effective employee communications.
  2. Administer the employee grievance procedure adopted by the Board of Trustees. Direct the investigation, analysis, and decision-making process regarding personnel problems and/or other related policy issues.
  3. Interpret policies and procedures and ensure support of directors, officers, employees and other government agencies on employment, record keeping, retirement, grievance and other personnel matters and procedures.
  4. Conduct annual research regarding employee satisfaction, morale, and communications.  Monitor employee retention and turnover through analysis of data and exit interviews.  Implement and oversee effective operation employee’s recognition programs.
Customer Care Skills
  1. Provide professional communication with students, parents, community members, staff, and other professionals at all times.
 
  1. Use proper phone etiquette at all times, speaking slowly and clearly.  Take reliable messages, and route to the appropriate staff.
 
  1. Ensure superior customer care skills are used via eye contact, facial expressions, voice inflections, body language, and an attitude of “going the extra mile” for others.
 
  1. Ensure all requests for information are dealt with in an appropriate timeframe.

  1. Assist the Assistant Superintendent of Administrative Services with developing and implementing districtwide recruiting and retention plans.

  1. Assist the Assistant Superintendent of Administrative Services with other duties as assigned.
 
Supervisory Responsibilities:
Supervise, evaluate, and recommend hiring, documentation, discipline and discharge of employees within Administrative Services.
