Position Description

 

Position Title: Business Administrator

 

Qualifications:

  1. Bachelor’s degree in finance, accounting or related field.  Advanced degree and relevant certifications are a plus

  2. Proven experience in financial leadership within a K-12 or related educational setting

  3. Strong analytical and strategic thinking skills with the ability to contribute to district-wide planning

  4. Ability to communicate and collaborate effectively with a diverse stakeholder group

  5. Knowledge of building construction processes and practices for schools in the state of Pennsylvania is highly desirable

  6. Knowledge of CSIU FIS software is highly preferred

 

Reports To/Supervised By: Executive Director

 

Supervises:

  1. Business Office Staff

  2. Cafeteria Staff

  3. Material Handler

 

Key Areas of Responsibility:

  1. Financial Strategy: Leads the development and maintenance of the annual budget and long-range financial projections, ensuring fiscal responsibility and sustainability.

  2. Strategic Planning: Contributes to entity-wide planning and analysis of current programs, support systems, and expenditures as a key member of the Executive Director’s Cabinet.

  3. Operational Oversight: Directly responsible for training, oversight and evaluations of the business office, warehouse and food services departments, ensuring efficiency, safety, and compliance with regulatory standards.

  4. Financial Planning and Modeling for Capital Projects: Brings valuable education building construction projects as well as capital planning experience, contributing insights to ongoing and future projects.

  5. Financial Reporting and School Auditing:  Directly oversees the financial reporting and school auditing processes for LCTI.

 

Essential Functions:

  1. Supervises Financial Reporting, Accounting, Accounts Payable, Purchasing, Accounts Receivable, NSLP, Capital Planning, and Fixed Assets.

  2. Manages budget development, administration and long-range financial planning.

  3. Prepares and oversees the preparation of all financial reports. Ensures that report formats meet all federal, state, local and member district reporting requirements.

  4. Assists the Executive Director and staff to analyze financial and educational challenges and develop solutions to problems which ultimately improve daily operations.

  5. Coordinates internal and external audit functions while managing District compliance with local, state, and federal regulatory guidelines or laws.

  6. Oversee the Lehigh County Joint Purchasing Program

  7. Manage the district’s insurance programs for both employees and property

  8. Provides presentations and regular communications to the Board and member school districts regarding the financial status of LCTI.

  9. Serves as administrative liaison to the Board Finance Committee.

  10. Participates with regional and state organizations in staying abreast of school finance reform and other district-related issues.

  11. Act as the Joint Operating Committee Secretary 

  12. Responsible for the financial operation of the cafeteria and National School Lunch Program

 

Additional Responsibilities:

  1. Manage the school’s investment of idle funds

  2. Act as the Right to Know Officer

  3. Provide financial analysis during collective bargaining

  4. Responsible for maintaining a petty cash fund

  5. Manage school tax-sheltered annuity program

  6. Oversee the fixed asset inventory system in concert with LCTI Directors

  7. Oversee and be responsible for all purchasing of the school

  8. Perform and oversee any other duties as assigned by the Executive Director
