Job Summary: Acts as a district agent with delegated authority to execute and administer purchasing contracts for goods and services, supporting all aspects of public procurement on behalf of the District. With exceptional attention to detail, performs tasks of a complex nature, including management of solicitation processes for formal and informal procurements. Evaluates and addresses risk, and administers contracts at the most favorable price consistent with quality, quantity, and specifications, requiring thorough understanding of assigned commodities, government purchasing policies and standardized procedures.
Salary: Grade 6: $70,604.98-$100,641.42
Work Day: 8 hours
Work Year: 12 months

Job Qualifications/Requirements (please review job description for qualifications and duties of the position):
- Bachelor's degree in business administration, human resources, finance, accounting, or related field, or a combination of job related coursework and applicable public procurement certification from an accredited organization, or four (4) years of progressively responsible work experience in public procurement.
- Minimum three (3) years of professional level procurement and contract management experience.
- Knowledge of the general characteristics of supplies and services commonly purchased by public educational institutions; Uniform Commercial Code and standards, contract law, and federal state, and local laws, rules and regulations governing public purchasing, supplier sourcing, and asset management.
- Ability to draft, evaluate, and interpret legally sufficient bid solicitations, specifications, scope of work, contract terms, and purchasing terms and conditions.
- Ability to accept responsibility and adhere to transparent and ethical business practices.
- Ability to deliver exceptional and proactive customer service with highly developed professional and effective oral and written communication skills.
- Ability to comprehend instructions, and readily recall pertinent and detailed information.
- Ability to accept challenges, develop efficiencies, and exercise project management principles with an eagerness to serve, and grow professionally.
- Ability to schedule and organize large volumes of work under stressful conditions with constant interruptions and the pressure of deadlines.
- Ability to effectively use and adapt to continuously evolving technology, including server-based computer hardware, software, and file management applications; PC, macOS, Enterprise Resource Planning (ERP), Adobe Acrobat Pro, Google Suite (Gmail, Docs, Sheets, Slides, Forms), and Microsoft Office (Word, Excel, PowerPoint).
- Ability to execute and analyze mathematical calculations required to effectively tabulate complex bid and proposal schedules.
- Ability to maintain well organized and audit ready files.
- Ability to work collaboratively, and effectively administer and supervise office staff and departmental functions, applying internal controls, processes, and procedures.
- Ability to effectively negotiate and resolve conflict with strong problem solving skills, tact and diplomacy.
