Position Summary
 
The Deputy Superintendent of Operations serves as the chief architect and overseer of operational systems that ensure Proviso Township High School District 209 functions efficiently, safely, and strategically in support of student achievement. As the senior-most operational leader, this position ensures the coordination, management, and improvement of key departments: Human Resources, Buildings and Grounds, Transportation, Nutrition Services, Technology, Athletics, and Safety and Security. The Deputy Superintendent brings a systems-thinking approach to leadership, ensuring operational departments are aligned with instructional goals, equity initiatives, and the district's strategic plan.
 
The Deputy Superintendent works closely with the Superintendent and school leaders to ensure that all district facilities and learning environments are safe, clean, functional, and conducive to teaching and learning. This includes implementing the District Facilities Management Plan and supporting school operations at every level.
 
This executive-level role requires an experienced, innovative, and mission-driven leader with the vision to drive continuous improvement across departments, the expertise to navigate complex organizational structures, and the collaborative mindset to foster positive relationships with staff, community stakeholders, and external partners.
 
The Deputy Superintendent of Operations is not only responsible for managing the district’s day-to-day operations — they are expected to lead a transformation of operational systems across all departments. The ultimate goal is to elevate Proviso Township High School District 209’s operational performance to be among the most effective, innovative, and responsive in the State of Illinois.
 
This includes building a culture of accountability, driving systems-level improvement, and aligning all operational services with instructional excellence, equity, and the student experience. The Deputy Superintendent will set a high standard for service delivery, transparency, and continuous improvement — and will be charged with building systems that are models for other districts across the state.
 
Key Responsibilities by Department
 
Human Resources

  • Lead the development and implementation of a districtwide human capital strategy focused on attracting, retaining, and developing a diverse and effective workforce.
  • Supervise and evaluate HR functions, including recruitment, credentialing, licensure verification, contract management, onboarding, staff evaluation systems, and professional development pathways.
  • Ensure consistent and equitable enforcement of personnel policies and collective bargaining agreements.
  • Provide strategic leadership in employee engagement, morale-building, conflict resolution, and labor negotiations.
  • Partner with unions and employee groups in proactive, collaborative labor-management relations.
  • Monitor compliance with federal/state employment laws (e.g., FMLA, ADA, Title IX, EEOC) and ensure robust training for supervisory staff.
  • Analyze HR data to guide staffing decisions, compensation studies, and workforce planning initiatives.
 
Buildings and Grounds / Maintenance
  • Oversee daily maintenance, groundskeeping, custodial services, and facilities operations for all district properties.
  • Supervise preventative maintenance schedules, deferred maintenance planning, and emergency repairs.
  • Lead long-range facility planning, including capital improvement projects and enrollment-based space utilization.
  • Coordinate construction and renovation projects with contractors, architects, engineers, and inspectors.
  • Ensure compliance with life safety codes, ADA regulations, OSHA standards, and health/environmental requirements.
  • Promote energy conservation and sustainable facilities practices districtwide.
 
Transportation
  • Direct and monitor transportation services for all students, including general education, special education, and extracurricular activities.
  • Collaborate with the Director of Transportation on routing, vendor oversight, driver training, and fleet maintenance.
  • Ensure compliance with IDOT regulations and transportation safety standards.
  • Implement data systems (e.g., GPS tracking) to improve routing efficiency and accountability.
  • Communicate with families regarding delays, emergencies, and service changes.
 
Nutrition Services
  • Lead planning and daily operations for school meal programs, including breakfast, lunch, and summer services.
  • Ensure compliance with USDA Child Nutrition Programs, ISBE reporting, food safety, and local health regulations.
  • Oversee menu planning, procurement, budgeting, and staffing across schools.
  • Monitor participation rates, food costs, and dietary accommodations.
  • Champion initiatives such as scratch cooking, cultural food inclusion, and nutrition education.
  • Ensure ongoing staff training in sanitation, allergy awareness, and food service operations.
 
Technology
  • Partner with the Chief Technology Officer to oversee IT infrastructure, device management, and cybersecurity.
  • Support systems such as SIS, LMS, HRIS, ERP, and help desk operations.
  • Promote digital equity through access to 1:1 devices, Wi-Fi, and assistive technologies.
  • Ensure compliance with data privacy laws (FERPA, COPPA, etc.) and reliable network operations.
  • Support tech-focused professional development for staff and administrators.
 
Safety and Security
  • Lead development and maintenance of emergency plans: fire drills, lockdowns, weather protocols, and public health contingencies.
  • Supervise campus security personnel and maintain partnerships with local law enforcement and emergency management agencies.
  • Oversee surveillance, visitor management, building access, and threat assessments.
  • Lead staff training in school safety, restorative practices, de-escalation techniques, and trauma-informed emergency response.
  • Coordinate district compliance with ISBE’s School Safety Drill Act and other related mandates.
 
Districtwide Leadership Responsibilities
  • Serve as a core member of the Superintendent’s Executive Cabinet and advisor to the Superintendent on all matters related to operations.
  • Lead cross-departmental collaboration and communication to support instructional priorities and student-centered resource allocation.
  • Develop and manage department budgets, ensure fiscal accountability, and implement systems for internal audits, cost control, and resource optimization.
  • Develop and track departmental performance metrics aligned to strategic goals.
  • Build and maintain collaborative relationships with school leaders, staff unions, community members, service providers, and governmental agencies.
  • Serve as acting superintendent in the absence of the Superintendent when delegated.
  • Drive the transformation of district operations by establishing best-in-class systems and service models in each operational area. The Deputy Superintendent is expected to benchmark against top-performing districts statewide and bring Proviso D209 to the forefront of operational excellence.
  • Champion innovation, operational transparency, and organizational learning across all departments — with a focus on improving the experience of students, staff, and families.
  • Lead the development of a multi-year strategic operations plan aligned to the district’s broader mission, vision, and equity commitments.
  • Perform other duties as assigned by the Superintendent.
 
Minimum Required Qualifications
  • Education/Training:
    • Master’s Degree in Educational Administration, Public Administration, Business Administration, or a related field from an accredited institution (Doctorate preferred).
  • Licensure:
    • Illinois Professional Educator License (PEL) with General Administrative endorsement.
  • Experience:
    • Minimum of 7-10 years of experience progressive senior leadership experience in public school education or related field, with a track record of managing multiple large departments
    • In-depth understanding of school district operations, public sector management, and regulatory compliance.
    • Demonstrated success with strategic planning, staff supervision, cross-functional project leadership, and community engagement.
  • Skills/Abilities:
    • Strong leadership and management competencies in educational institutions.
    • Expertise in data analysis, decision-making, and goal-setting.
    • Effective oral, written, and interpersonal communication skills.
    • Proven ability to implement and manage policies and procedures aligned with district goals.
    • Ability to work collaboratively with diverse internal and external stakeholders.
 
Desired Qualifications
  • Bilingual (Spanish preferred).
  • Previous experience leading school construction or capital bond projects.
  • Expertise in collective bargaining and labor-management relations.
  • Proficiency in operational data analytics, dashboards, and business intelligence systems.
  • Training in restorative practices, trauma-informed leadership, or emergency management.
 
 
Performance Evaluation/Accountability
Performance will be evaluated in accordance with the Proviso Township High Schools District 209 Board’s policy on personnel evaluations. All evaluations will comply with applicable state and federal laws.
 
Supervises
This position supervises the Manager of Operations, Manager of Child Nutrition, Manager of Athletics, and other staff assigned to district operations.

Position Goals
In consultation with the Superintendent, the Deputy Superintendent will set annual goals, which will be included in the performance evaluation document. In the event of a disagreement regarding the goals, the Superintendent will make the final determination.
 
Compensation & Benefits
  • Salary Range: $145,445 - $196,779 (regionally competitive, based on experience and qualifications).
  • Benefits: As per the administrative contract.
