Terms of Employment:  10-month, Full-time Employee
Reports to: Transportation/Safety and Security Manager
Salary:  Current Approved Odyssey Charter School Salary Scale

Position Overview:
Under direction of the Building Principal, District Administrators, and Lead Constable, Constables will be armed and will be assigned to an individual school or a campus. They will plan an important role in supporting school administrators to ensure the safety and security of the students and staff in their individual buildings.
Minimum Qualifications:

  • Minimum 10 years of experience in a local, state or federal law enforcement agency preferred.
  • State of Delaware Constable Certification or eligibility for Delaware Constable Certification.
  • Successfully pass criminal background check and MMPI (Minnesota Multiphasic Personality Inventory).
  • Successfully obtain yearly Constable License from the State of Delaware.
  • Successfully obtain Constable Training Certification from the State of Delaware.
  • Successfully obtain a license to carry a firearm from the State of Delaware for a Constable.
  • Successfully complete any additional training or education as needed.
  • Successfully qualify Firearms Certification for three qualifying shoots per year.
  • Constables for the remainder of their term shall meet all requirements related to firearms training and all requirements related to any additional training.
  • The Board of Examiners may require commissioned constables to receive such additional training or education as it deems necessary.
  • Be Approved by the Board of Examiners, a constable applicant shall meet the minimum standards established by the Board and shall participate in such other training as the Board requires.
  • Has separated in good standing from the law enforcement agency.
  • Possesses the physical stamina required for patrolling school campus/district properties.
  • Possesses or is willing to obtain first aid and CPR certificates.
  • Has demonstrated evidence of good habits in job attendance and punctuality.
  • Clean Criminal Background Check, TB Test and Child Protection Registry. Clearance must be completed prior to start employment.
  • Experience working with school aged children
Essential Duties and ResponsibilitiesThe following information is intended to describe the overall nature and scope of the work being performed in relation to the position. This is not a comprehensive listing of all the responsibilities or tasks; other work may be assigned when deemed appropriate:
  • Follows directives of the Lead Constable, building, and District Administrators.
  • Serves as the lead on the building/District comprehensive safety plans. Works with building/District Administrators and staff in the event of an actual crisis.
  • Assists building administrators with fire drills, lock down drills, and bomb threats.
  • Monitors the interior and exterior of the school building and campus before, during and after school to ensure the safety and welfare of student, staff, volunteer and visitors and to ensure the security of school facilities and assets. Is responsible for validating that exterior doors are secure throughout the school day.
  • Provides crowd control in hallways, parking lots, and cafeteria, playground and or gathering spaces and intercedes in fights and other disturbances.
  • Watches for disturbances, fights, unauthorized visitors and/or criminal activity. Assesses danger and intervenes to halt or prevent fights, disturbances and diffuses threatening or confrontational situations between students and others.
  • Help to ensure order is restored and students are unharmed.
  • Assists building administrators with student incidences, including but not limited to bullying, fights, thefts, weapons and substance abuse.
  • May give guidance to district administrators with investigations as needed.
  • Maintains familiarity with the Student Discipline Code.
  • Communicates with students and staff to discuss altercations, behavior and/or progress, and to provide reinforcement of expected behavior.
  • Assists SRO’s and local and state law enforcement agency when required.
  • Escorts unauthorized personnel from the school campus as needed.
  • Attend ongoing training to maintain skills and safety practices.
  • Performs other duties as assigned.
  • Manage and maintain campus Navigate360 and RAVE platforms.
  • Monitor the building camera system periodically throughout the day.
  • Coordinate all communications/activities with community police agencies.
Leadership:
  • Provide support to the transportation department on bus safety issues.
  • Serve as a liaison between district and law enforcement agencies.
  • Provide front line assessment of threats against district schools, students, or staff.
  • Coordinate planning and implementation of school monthly safety drills.
  • Oversee policy and procedure review and revision.
  • Relay important information to constables or administration. Provide updates on school safety issues. Communicate with the district and building administration regarding school safety program and practice issues, needs of constables within the system, state mandated compliance issues, requirements, etc.
  • Monitor State of Delaware Constable Standards of Practice, records, tests, reports, etc. as required by Delaware Statutes and policies, Board of Examiner Standards, and School Board Policy to ensure accuracy.
  • Act as a consultant to principals as needed in the supervision of site-based nurses.
  • Serve on committees with local law enforcement agencies related to safety and security issues as system representative or send delegate.
  • Evaluate the School Constable program through collection and review of data.
  • Establish and maintain good rapport and communication with constables and administration.
  • Support new constables through a Mentoring program and provide on-the-job training.

While performing the duties of this job, the employee is regularly talking, expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly. The employee must possess normal cognitive abilities including the ability to learn, recall and apply certain practices and policies. Frequently sitting and/or remaining in a stationary position for long periods of time. Exerting up to 25 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.

Physical and Environmental Conditions: The work of this class is generally performed in a school environment. Work may require the ability to move around the school and classroom.
