Job Description: Public Information Officer (Part-Time)

JOB TITLE: Public Information Officer

REPORTS TO: Superintendent (or designee)

SITE: Newcastle Administration Building

CONTRACT: 12-Month (232-240 Days, Part-Time, to be negotiated with Superintendent/Supervisor)

CLASSIFICATION: Exempt/Non-Certified Director/Administrative

Job Goal

To plan, coordinate, and implement a comprehensive internal and external communications program that supports the mission of Newcastle Public Schools. The PIO serves as the primary liaison between the district, the media, and the Newcastle community to ensure transparent, timely, and professional communication.

Education and Experience

Education: Bachelor’s degree required. A degree in Communications, Journalism, Public Relations, or a related field is highly preferred.

Experience: 3–5 years of professional experience in public relations, marketing, or news media. Experience in a public education environment (K-12) is preferred.

Skills: Mastery of digital communication tools, social media management, professional writing, and crisis communication strategies.

Essential Job Functions

Strategic Communication: Develop and execute an annual district-wide communication plan that aligns with the Superintendent's goals and Board of Education priorities.

Media Relations: Serve as the official district spokesperson. Draft and distribute press releases, coordinate media interviews, and maintain positive relationships with local news outlets.

Branding & Image: Oversee the "Newcastle Racers" brand, ensuring consistent use of logos, colors, and messaging across all departments and sites.

Digital Presence: Manage content for the district website and official social media channels (Facebook, X/Twitter, Instagram). Monitor engagement and respond to community inquiries.

Crisis Communication: Coordinate all emergency communications (weather delays, safety alerts, etc.) in collaboration with the Superintendent and local emergency management.

Content Creation: Produce the district’s digital newsletters, annual reports, and promotional videos to highlight student and staff achievements.

Community Liaison: Manage Open Records requests and facilitate community engagement events, including New Teacher Orientation and district-wide celebrations.

Counsel: Provide PR counsel to site principals and administrators regarding sensitive issues or campus-specific communications.

Physical & Professional Demands

Physical: Regularly required to sit, talk, hear, and use computers. Occasionally required to stand and walk during school events. Must be able to lift up to 50 lbs (e.g., event equipment/signage).

Availability: Must be available to respond to media or emergency communication needs outside of standard business hours, including evenings and weekends.

Confidentiality: Must maintain the highest level of confidentiality regarding student and personnel information.
