Job Description: Director of Finance

PURPOSE OF THE POSITION:

The Director of Finance is responsible for planning, directing and controlling financial and administrative
functions for the District by following local, State and Federal policies, procedures and legislation.

SCOPE

The Director of Finance reports directly to the Director of Bradley County Schools and is responsible for
managing financial, strategic planning and administrative functions for the District. The ideal candidate
will partner with all business units on all operational and strategic issues as they arise and ensure
transparency thru all reporting practices.

RESPONSIBILITIES

1) Provide strategic recommendations to the Director of Schools based on financial analysis and
projections, cost identification and allocation, and revenue/expense analysis; Participate in strategic,
financial, operational and human resources planning. Research, prepare and submit cost analyses.
Prepare detailed reports on financial and administrative matters and attend meetings and make
presentations to local funding body.

2) Preparing the budget in conjunction with departmental heads; conducting financial analysis and
preparing financial reports to ensure transparency throughout the fiscal year.

3) Maintain and manage accounting and financial systems and maintain full and accurate accounting
records. Managing the payroll system and maintaining accurate and current records.

4) Prepare short and long term financial forecasts and manage cash flow. Monitor department spending
and recommend corrective actions as necessary. Manage investments and reserves while coordinating
services with Trustee.

5) Monitor risk management policies and procedures to ensure that program and organizational risks
are minimized. Ensure compliance with financial legislation, policies and procedures. Advise the Director
of Schools on appropriate insurance coverage for the organization.

6) Coordinate all Audit services. Respond to auditors’ comments concerning finances and operations and
oversee required action to address deficiencies

7) Ensure accurate execution of all month end and year end close processes and procedures. Reconcile
general ledger accounts. Distribution of monthly financial reporting to all levels of management in a
timely manner.

8) Provide accurate and timely reporting on the financial activity of individual projects/grants/funds on
an as requested basis. Work with all departments to reconcile account variances to ensure proper
funding of prior period.

9) Evaluate the performance of, and provide training and development opportunities for Finance and
Administration staff. Manage the maintenance and upgrade of financial, payroll and information
systems. Provide leadership by delegating tasks, responding to staff inquiries and providing overall
direction to section employees

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: The incumbent must have proficient knowledge in the following areas: generally accepted
accounting principles, computerized accounting programs, accounts payable and accounts receivables,
fund accounting, preparation of financial statements, preparation of financial reports, district services,
administration of employee benefits, payroll systems and reporting, office administration, an
understanding of relevant local, State and Federal requirements.

Skills: The incumbent must demonstrate the following skills: excellent leadership skills, excellent

skills, decision making skills, effective verbal and listening communications skills, attention to detail and
high level of accuracy, very effective organizational skills, effective written communications skills,

proficient level, stress management skills and time management skills.

Personal Attributes: The incumbent must maintain strict confidentiality in performing the duties of the
Director of Finance. The incumbent must also demonstrate the following personal attributes: be honest
and trustworthy; be respectful; possess cultural awareness and sensitivity; be flexible; demonstrate
sound work ethics. The Director of Finance would have several years of related senior financial and
administrative experience.

WORKING CONDITIONS

Physical Demands

The Director of Finance will spend long hours sitting and using office equipment and computers, which
can cause muscle strain. The incumbent is located in a busy office and is faced with constant
interruptions and must meet with others on a regular basis.

Sensory Demands
The incumbent must spend long hours in intense concentration. The incumbent must also spend long
hours on the computer conducting financial analysis and preparing detailed reports which requires
attention to detail and high levels of accuracy.

Mental Demands
The Director of Finance must meet several deadlines and will have to manage a number of requests and
situations at one time. Stress may be caused by the need to complete tasks within tight deadlines.
