Executive Director of Human Resources

GENERAL

Manages human resource activities for all certified and noncertified employees of the division including development of personnel policy, recruitment, retention, personnel records, staffing, compensation and benefits, employee relations management, certification, training, Grow Your Own Teacher Program and employee development. Supervises and manages all aspects of the transportation department. 

DUTIES AND RESPONSIBILITIES

  • Provides leadership to the division in quality and strategic initiatives that support the mission and goals of the organization

  • Develops division goals and policies which facilitate the human resource functions of hiring and recruiting, retention, salary administration, benefits, employee relations, training and staff development, human resource policies and procedures, and record management

  • Ensures that the instructional staff are in compliance with state licensure laws and works cooperatively with the VDOE and follows the Code of Virginia requirements for licensure

  • Works with employees to complete approved alternative licensure requirements, including iteach

  • Ensures compliance with federal and state labor and employment laws

  • Manages the division application process, including recruitment and hiring processes for administrative, instructional, and support positions.  Develops strategies to attract and retain qualified candidates for employment

  • Oversees benefits, sick leave bank, stipends, recruitment and retention

  • Visits work units to respond to on-site questions, to observe the work of school division employees, and to identify personnel problem areas; develops recommendations for improving the work environment

  • Serves as the contact person for internal investigations on staff/personnel matters, in coordination with the division leadership

  • Serves as the Title IX Coordinator

  • Supports division Affirmative Action Program to safeguard provisions of federal law prohibiting discrimination on the basis of age, disability, color, national origin, race, religion, or sex

  • Processes midyear teacher reports and recommendations for termination or non-continuation of employees; arranges necessary conferences and recommends appropriate action to the Superintendent

  • Develops, maintains, and administers the  evaluation system for administrative, instructional and support employees.  Maintains data on all evaluations. Manages the evaluation solution

  • Manages employee relations by counseling and advising employees and supervisors, providing appropriate training, and conducting surveys and exit interviews

  • Interprets existing personnel policies and procedures, and develops recommendations for new personnel policies and procedures, and maintains employee handbooks 

  • Reviews existing, and develops new employee benefit plans

  • Organizes open enrollment/ new employee benefits 

  • Develops and maintains the human resources budget ensuring fiscal responsibility

  • Recommends School Board actions as required for personnel 

  • Administers wage and salary program 

  • Conducts salary surveys and compensation studies 

  • Administers Tuition Assistance Program for employees

  • Monitors and promotes Employee Assistance Program 

  • Serves as contact for staff that may need information regarding counseling services

  • Conducts new employee orientation in collaboration with division leadership 

  • Develops and administers staffing ratio guidelines; monitors enrollment and membership in collaboration with division leadership

  • Prepares miscellaneous correspondence, memoranda, and reports

  • Serves as the supervisor of the transportation department and is responsible for all transportation requirements, reports and safety

  • Establishes all regular bus routes, schedules and stops. Develops route maps for drivers, schools, etc. as appropriate

  • Coordinates student transportation activities with school officials, department heads and other interested groups or individuals

  • Participates along with school officials in parent/student conferences in an effort to resolve or prevent misconduct and unsafe conditions, which involve the transportation system

  • Checks school bus specifications, to meet the need of the division and fully comply with state and federal regulations

  • Recommends procurement of additional or replacement buses and disposal of old or uneconomical units

  • Assists in the development of the transportation department budget and administer the expenditure of funds as allocated

  • Ensures compliance with the codes and pertinent policies regarding training, licensing, registration, and operational permits

  • Arranges for special transportation for summer school and other special needs circumstances

  • Provides instruction in behavior management of all students

  • Conducts continuing bus driver training and traffic safety program

  • Supervises general maintenance program with specific attention to safety inspections

  • Conducts accident investigations and supervise accident report to appropriate law enforcement and insurance agencies

  • Evaluates safety of road conditions during inclement weather and provide timely information to superintendent

    Performs other administrative duties and responsibilities as assigned

SUPERVISION EXERCISED

Supervises work of car drivers, bus aides, bus drivers and dispatchers as assigned. 


SUPERVISION RECEIVED

Reports directly to the Division Superintendent; works independently under general instructions.

 

GUIDELINES USED

Consults the division's Policy Manual, Code of Virginia, Rules and Regulations of the VDOE, state and federal workplace regulations. 

 

CONDITIONS OF WORK

Highly diverse responsibilities, frequent interruptions, frequent deadlines.

 

QUALIFICATIONS REQUIRED

  • Graduate degree in educational administration, personnel administration, guidance and counseling, or related field preferred

  • Extensive work experience in educational administration, personnel administration, guidance and counseling, or work related to the duties and responsibilities of the position.

  • Good character, human relation skills, planning ability, discretion, ability to work under pressure, self motivation, high problem solving ability, data analysis
