SUMMARY: The English Language Development teacher serves as a specialist for students who are learning English as a second language. The ELD teacher works under the guidance of the school site principal, the ELD program coordinator, and Director of Special Services to provide direct English language instruction in the areas of listening, speaking, reading, and writing to English Learners (ELs) in small group and individual settings. In addition, the ELD teacher is actively involved in monitoring ELs who are in the program, but who do not qualify for direct instruction. The ELD teacher works with general education classroom teachers to provide support with curriculum, learning strategies, accommodations and modifications to help meet the unique needs of English Language Learners.
ESSENTIAL FUNCTIONS: These statements are intended to describe the responsibilities assigned to this position and are not intended to represent an exhaustive list of all responsibilities, duties and skills required.
Develop English Language Academic Plans (ELAPs) at the beginning of each school year which include a student’s current WIDA ACCESS and Oklahoma School Testing Program (OSTP) assessment scores, ELD goals in the areas of listening, speaking, reading, and writing, language instruction services, accommodations for OSTP assessments as appropriate, and instructional accommodations for the regular classroom.
Plan and deliver instruction to meet WIDA ELD Standards, WIDA Can Do targets, and Oklahoma Academic Standards.
Instructionally assist students to:
Develop English language proficiency with the goal of native fluency
Develop academic and interpersonal communication skills
Develop depth of knowledge in core subject areas
Maintain and develop primary language skills with the understanding that bilingualism is a valuable resource
Maintain pride in their cultural heritage
Partner with and assist regular classroom teachers with ELAPs, instructional strategies, best practices, accommodations, and modifications for ELs.
Partner with and assist regular classroom teachers with monitoring procedures, processes and forms.
Comply with state and federal guidelines and guidance for ELs including but not limited to Title III, ESSA, and the Oklahoma ESSA Consolidated State Plan.
Comply with local policies and procedures at the site, department, and district levels.
Administer specialized student assessments including but not limited to WIDA Screener and WIDA ACCESS for ELs 2.0.
Evaluate assessment scores for ELD program placement, to determine student proficiency levels, to monitor and evaluate student progress, and to exit students from the program as appropriate.
Develop and maintain professional and caring partnerships with student's parents/guardians to help students achieve optimal academic outcomes.
Participate in ELD professional development both as a learner and as a facilitator/presenter.
Assist with special projects.
All other duties as assigned by the administrator.

EDUCATION and/or EXPERIENCE:
Bachelor’s degree
Valid Oklahoma Teaching Certificate
English as a Second Language or ELL or TESOL certification preferred. Applicant must be willing to obtain certification within the first year of employment.
KNOWLEDGE/SKILLS/ABILITIES: Computer literate; excellent written and oral communication ability; strong knowledge of rules, regulations, policies and laws applicable to education and special education; expertise in Oklahoma State Department of Education regulations related to curriculum and instruction. Ability to follow all district policies and procedures. Ability to work independently, displaying initiative and enthusiasm for the tasks being done. Demonstrating strong communication skills, orally and in writing, with faculty, staff, team members, and administrators. Ability to work without supervision, and work as a team player. Ability to document records accurately. Ability to manage confidential information in a manner that respects students, families, and employees. Ability to listen effectively.
LANGUAGE SKILLS: Ability to read, analyze, and interpret English language.
MATHEMATICAL SKILLS: Ability to apply advanced mathematical concepts and mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
REASONING ABILITY: Ability to apply common sense understanding to carry out written and oral instructions. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
LICENSES and REGISTRATIONS: Current driver’s license in good standing.
