Job Summary
Responsible for purchasing a wide variety of products and services arranging timely deliveries, at the best possible value to Granite School District. The Buyer is responsible for handling the district expenditures for supplies and equipment and making the best decisions accordingly.
Essential Functions


  • Develops product/service specifications
  • Develops bidding documents (e.g. Invitation for Bid, Request for Proposal) and evaluation documents.
  • Evaluates bids, selects vendors and places orders within established guidelines.
  • Responsible for developing and managing multi-year contracts.
  • Communicates and verifies specifications on supplies and equipment.
  • Follows through on purchase orders such as delivery problems, quality discrepancies, prices, quantity, etc.
  • Provides product and price information to schools and departments.
  • Deals with ethics and public relations while in contact with district staff, principals, teachers, and vendors.
  • Answers questions from district staff, principals, teachers, patrons and others concerning operations and purchasing.
  • Ensure compliance with applicable Federal and State laws, and district policies and procedures.

Non-Essential Functions


  • Performs other duties as assigned.
Required Knowledge and Skills


  • Knowledge of public purchasing laws and procedures as well as contract management, contract law and legal terms and conditions.
  • Ability to communicate effectively, both orally and written.
  • Excellent interpersonal and public relations skills.
  • Attention to detail and accuracy despite frequent interruptions.
  • Proficiency in use of personal computers.
  • Ability to create templates, forms and other related procurement tools.

 Required Education, Training and Qualifications


  • Requires one of the following:
    • Bachelor’s degree or higher in Business, Finance, Economics or related field from an accredited college or university; or
    • four years of job related experience in one of the following areas:
      • purchasing goods and services;
      • grant management;
      • contract management; or
      • program management.
  • Preference given to applicants with professional certifications such as CPPB, CPPO, C.P.M., or C.P.S.M.
  • Proficient with Microsoft Office Software (e.g. Word, Excel).


Required Experience


  • Two years job related experience in purchasing goods and services, preferably with a government agency. (Preferred)

Note: The District reserves the right to make specific requirements for this position, however, when prior work experience has been evaluated to be particularly pertinent, some exchanges between training and experience might be authorized.
Assigned Decision Making


  • Decision making delegated to the buyer for all purchases within their assigned commodities up to $25,000 in value.  Purchases more than $25,000 in value are coordinated with director.
Non-Supervisory Interaction


  • Interacts and collaborates with employees, board members, patrons, vendors, administrators, and secretaries in schools.
  • Works with various department secretaries, coordinators, managers, and directors.
  • Collaborates with outside government procurement workers at state and local levels.
  • Strong interpersonal skills along with a demonstrated ability to work collaboratively with a diverse group of people.
  • Able to create and support a team-based environment within the department and district.

  • Shared management of hourly purchasing secretary

  • Work takes place in a typical office environment.
  • Tasks may involve extended periods of time at a keyboard or workstation.
