Administrative Certificate - State of Oklahoma   
Education:
College degree in education or other related field (HR); Masters in Education preferred. 
Experience in educational leadership is preferred.  
Training or experience required:
At least 3-5 years experience in educational leadership or in a leadership role in a related field (HR). Principalship preferred but not required.

Essential Job Functions:


  • Assists the Associate Superintendent and Chief Human Resources Officer with the management and execution of day-to-day operations in the personnel services department and school district.

  • Supervises and evaluates the performance of assigned personnel in the department for the purpose of maintaining adequate staffing, enhancing productivity and achieving departmental goals/objectives and District strategic plan goals.

  • Assists with communicating and administering personnel procedures.

  • Assists with communication to department heads and principals regarding personnel matters including salaries, employee benefits, certification, retirement and completion of various forms and/or district or state compliance reports.

  • Assists with advising administrators, supervisors and managers on issues related to employee discipline and adherence to applicable policies.

  • Assists with investigating employee matters/complaints and or grievances and complaints from employees for the purpose of reaching resolutions that promote the District’s core values and a safe and healthy work environment.

  • Assists with implementing and maintaining a variety of personnel policies, services and programs such as orientations, contracts, job/career fairs and recruitment events for the purpose of conforming to district policies, relevant law, contacts, and agreements.

  • Advises the Associate Superintendent and others on the administrative team on a variety of topics/concerns for the purpose of ensuring they are current on relevant matters and concerns.

  • Assists with selection of new staff and administrators and/or the transfer of existing staff for the purpose of ensuring positions are filled by individuals who best meet the needs and core values of the District.

  • Assists with site and departmental staffing and auditing to ensure the school district is equitably distributing human resources as directed, as needed, and as is fiscally responsible and within the school district budget(s).

  • Collaborates with other district administrators on matters related to human resources including ongoing training, evaluation of employees, maintaining district services and programs.

  • Collaborates with District negotiating and collective bargaining teams at the direction of the Associate Superintendent for the purpose of assisting with labor agreements, contractual obligations and strategy.

  • Assist with development, planning, and evaluation of HR procedures and policies for the purpose of ensuring the department is operating effectively, efficiently and providing a Culture of Care for employees.

  • Assist district and site administrators with staffing proposals for the purpose of meeting student needs, District goals within budget considerations.

  • Assists with certification processes and insurance the certifications are up-to-date according to federal and state regulations.

  • Assists with the accreditation process annually including but not limited to the SPR and Class-Size Audit reports that coincide with accreditation.

  • Assists with accuracy and compliance regarding certification(s) and employee background checks/fingerprints in accordance with district policy and state law.

  • Assists with overseeing a wide variety of personnel processes, including but not limited to recruitment, interviewing, current practices, applicable laws and/or policies and procedures, academic calendar, interactive conferences, employee assignments, etc.

  • Assists with personnel recording keeping and management as well as confidentiality of personnel records and systems.

  • Participates in workshops, meeting and/or seminars for the purpose of conveying and/or gathering information or training required to perform job functions.

  • Performs other related duties as assigned in collaboration with the Associate Superintendent/Chief Human Resources Officer, and Superintendent.
 
Knowledge, Skills, & Abilities:
Successful performance of the job requires good customer care and service/people skills to handle problems and to provide information, solutions and technical assistance as requested and needed. It requires complying with safety guidelines and policies to reduce accidents or injuries to staff or to students. It requires following school dress standards, proper attendance or leave policies, and other work-habits concerning self and staff. Creativity, initiative and effective problem-solving are critical to the success of the position. Helping to manage computerized and/or online school district operations. Providing training and support to district staff. Perform any assigned tasks to the ultimate benefit of the students and educational program even when specifically resolving workplace and/or employee issues. An incumbent in this position will utilize discretion, confidentiality, ingenuity and independent judgment due to the complexity of the job. Since there may be several ways to solve a problem, an incumbent is free to choose the solution in collaboration with their immediate supervisor, proper legal authority and/or the Superintendent of Schools.  
In addition, the incumbent to this position shall have a basic knowledge and understanding of:

  • State and District personnel policies and procedures

  • District organization, operations, policies and objectives, particularly those relating to personnel matters (employment, contracts, leave, benefits, etc.)

  • Practices and procedures related to both certified and support (non-classified) staff

  • Ability to communicate effectively in person and in writing to employees of the district

  • Interpersonal skills necessary for resolving employee issues including but not limited to tact, patience, timeliness and courtesy.
 
The incumbent should have the ability to do the following:

  • Interpret, apply and explain district policies, procedures, rules and regulations regarding certified and support personnel.

  • Assist with the day-to-day operations and personnel staff performing those operations in the department

  • Perform complex assignments in collaboration with relevant parties but independent of external motivation

  • Plan and organize work

  • Operate the personnel components of both Frontline and Munis systems

  • Perform a variety of specialized and technical duties concerning the employment of certified, support and hourly staff

  • Establish and maintain cooperative and effective working relationships with others

  • Demonstrate the District’s core values of Integrity, Collaboration, Optimism and Inclusion
