Job Summary: The Executive Director for Student Support Services is responsible for implementing and maintaining Special Education programs and services in conformance to district, state, and federal objectives and laws; planning, designing, and implementing all phases of service provided by the Special Education staff; serving as a resource to patrons, school personnel, and the Board; and maintaining adequate staffing to ensure objectives of programs and services are achieved.

- Direct Compliance to state/federal regulations for Special Education and Section 504 for all school division instructional personnel/staff
- Budgeting and Fiscal Management – Annual plan (Title VI-B Funds), Stimulus Funds, Local Funding, Medicaid, and the Educational Interpreter Grant
- Supervision, coordination, and support to Student Support Services Coordinators and Supervisor of School Counseling
- Supervision and support to Student Support Services Central Office staff
- Monitoring and Evaluation of all division Special Education Programs Preschool to Post Secondary – December 1st Child Count and Daily Caseload Points
- Daily Monitoring of Special Education Data Points for State Reporting - Indicators
- Monitor and Support Special Education Staffing Allocations throughout the division – SPED Teachers, Para educators, and Related Service Personnel
- Direct/Indirect Supervision and Coordination of Special Education teachers, Related Service personnel (SLP, OT, PT, MT, and DT), and Specialists(Autism and Behavior)
- Participation in Special Education and Section 504 Meetings throughout the division to support compliance and positive instructional student outcomes
- Student Placement Determinations with adherence to the Special Education Continuum of Services– In and Out of SCS
- General technical assistance, support, and guidance to school division staff and families regarding Special Education matters
- Communication with all educational stakeholders in the school division with regards to Special Education matters
- Communication and Coordination of Special Education matters with other school divisions, private day, and residential placements
- Review and Approval of: Office of Student Support Services Travel, Student Transfers, Professional Learning requests, and Independent Educational Evaluations
- Related Service Personnel and Educational Interpreters: recruit, screen, interview and support recommendations for hire
- Development, interpretation, and implementation of local/state/federal regulations and policies
- Main liaison for SCS and special education legal representatives
- Special Education State Complaint/Due Process/Mediation- Responses, resolutions, and coordination
- Section 504 – Office of Civil Rights , complaint/due process/mediation – responses, resolutions, and coordination
Provide continuous training and professional learning opportunities for school division staff on Special Education and Section 504 regulations, policies, and procedures for appropriate implementation
Support of Office of Special Services and School Division Initiatives:
- Office of Student Support Services Strategic Planning
- Support of K-12 Curriculum and Instruction
- Curriculum Identification and Development for Special Education Programs
- Support of Human Resources recruitment and retention
- Direct Support of School Choice Interventions to Support Student Outcomes in Special Education
Performs other duties as assigned by the Superintendent.
Knowledge, Skills, and Abilities:
• Demonstrate leadership qualities and personal characteristics necessary for working effectively with students, parents, teachers, administrators and the community.
• Comprehensive knowledge of the principals, practices, and procedures of student instruction, curriculum developement and implementation, and special education
processes and laws.
• Strong written and oral communication skills
• Ability to establish and maintain effective working relationships with all school board employees, the administrative staff of the governing authority and the general public.
Experience (number of years required):
Candidate is preferred to have a minimum of five (5) years of successful leadership experience in special education or related field.
Education:
Possess a Virginia Postgraduate Professional certificate with an endorsement in Special Education, with Administration and Supervision preferred.
SALARY RANGE: Starting salary $121,677
