TITLE: EL Coordinator
PRIMARY FUNCTION:
This position is responsible for providing leadership to English Learner Teachers as they work collaboratively to ensure academic achievement and accelerated language development for all English learners (EL). This position is very knowledgeable in research-based instructional strategies, second language acquisition, WIDA English Language Development (ELD) Standards, instructional frameworks, sheltered instructional approaches. This position has experience in the practical application of EL appropriate instructional strategies resulting in student performance.
This position will provide job-embedded support and professional development on effective instructional planning and delivery of content to EL in special programs, while simultaneously developing EL English proficiency by addressing the listening, speaking, reading, and writing WIDA ELD Standards adopted by the Commonwealth of Virginia. This position will provide professional development and support on co-teaching techniques for any ESOL, Special Education and content teachers who will be co-teaching; and how to differentiate instruction to ensure that EL-readiness levels, interests, and learning profiles are addressed in both sheltered pull- out and inclusive settings.
This position will be responsible for the identification process for students enrolling in FCPS. This position will be responsible for ensuring that all student information is properly stored in the student information system. This position will be responsible for monitoring EL teacher record keeping and compliance with service minutes.
QUALIFICATIONS:
Current Virginia endorsement in the content area
At least 3 years of teaching experience in the content area they will be supporting is preferred
At least 2 years of teaching experience in Fredericksburg City Public Schools is preferred
Strong interpersonal communication and collaborative skills
Is committed to equitable education practices for all students
Teacher has not been on an improvement plan for at least the last three years
REPORTS TO: Director of Equity and School Improvement
RESPONSIBILITIES:
Manages EL student information system
Ensures that the district student information system is accurate and up to date with EL student information.
Serves as a liaison to EL teachers and administration in FCPS
Provides high-quality, on-going professional development which includes modeling, email, continuous monitoring for effective implementation, and student learning in classrooms instructed by EL teachers
Provides support that promotes student access to and success in learning academic content while developing English language proficiency for EL with emerging literacy through advanced levels, modeling how to integrate WIDA ELD Standards with the Division's content area curriculum (language arts, science, math, and social studies)
Model engaging instruction to accelerate academic literacy development appropriate to challenging EL populations, e.g., long-term EL (LTEL); limited or interrupted formal education (SLIFE); verbally skilled in primary language with limited print literacy; and dually identified EL with special needs
Models instructional planning and teaching for standards-based lessons for EL teachers
Participates in the implementation of federal and VDOE accountability requirements, contributes to the efficiency of the Division's student management system for recording EL progress and achievement, and monitors schools for accurate tracking and timely support provided to EL
Co-plans and co-conducts EL department chair meetings, new teacher orientation and support sessions, professional development for summer school teachers of ELLs, and attends workshops for Division institutes and state conferences.
Contributes to the creation and editing of program manuals, forms, documents, training manuals, and power point presentations
Assists schools with the administration of state assessments for the EL with Special Needs population, e.g., Alternate ACCESS for ELLs, VGLA, and VA ELP Checklist
Ensures 80% of work time spent on Title III allowable activities
TERMS OF EMPLOYMENT:
Specifics should be defined by Human Resources (e.g., compensation and contract length).

Performance on this job will be evaluated in accordance with School Board policy and administrative regulations on evaluation of administrative personnel.
