Job Title: Chief Technology Officer


Credentials: None required for this position. School administrative experience preferred.


Education: Bachelor’s, Master’s or Doctorate Degree in computer science and/or Education.


Training or experience required:

Proven experience as a Chief Technology Officer or in a similar leadership role leading large groups. The CTO is responsible for overseeing all technical aspects of the district and works with the district’s TSC staff, site teachers, leaders, and other external stakeholders to grow the district through the use of technological resources. Using an active and practical approach, the Chief Technology Officer will direct all employees in the Technology Services Department to understand and show growth in areas associated with technology on the district’s strategic plan.

Reports to: Associate Superintendent


Contract: 260 days.


FLSA Classification: Exempt.


Essential Job Functions:

  • The Chief Technology Officer (CTO) is responsible for developing, implementing and maintaining a vision for the district’s use of technology that aligns with the district’s strategic plan. 

  • The CTO will lead all aspects of technology across the district and ensure programs enhance efficiency, effectiveness and security for the district and school sites. 

  • The CTO will manage the district-wide technology budget, lead the Technology Services team, demonstrate creativity and innovation and support bond projects through effective use of technology. 

  • The successful candidate will conduct research on leading-edge technology work collaboratively with faculty, staff, parents and school district departments such as the Superintendent's Cabinet, curriculum, operations, staff development, finance and communications to advise colleagues of technology that may improve efficiency or effectiveness. 

  • In addition to evaluating and implementing new systems and infrastructure, the Chief Technology Officer will maintain current knowledge of the technology landscape and consolidate platforms as well as track, analyze and monitor technology performance metrics. 



Knowledge, Skills, & Abilities:

It is imperative that the CTO of NPS has excellent communication, leadership and organizational skills.  They must be able to work strategically to manage a large IT department that supports the entire district everyday.  It is also important that the CTO is involved at the state and national level making sure that Norman Public Schools should stay at the forefront of the most cutting edge opportunities in all areas from instruction to finance.  An applicant for this position must be comfortable with managing large budgets.  


An employee in this position must be able to communicate clearly both orally and in writing. Must possess the ability to utilize and promote the use of participatory management techniques. Must possess personal characteristics including, but not limited to, poise, perspective, integrity, flexibility, sound judgment, and the professionalism necessary for success as an administrator in the Norman Public Schools District. Must work collaboratively with students, parents, administrators, and staff. Must be able to handle conflict and utilize problem solving strategies. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this Job, the employee is regularly required to sit; use hands to handle or feel and talk or hear. The employee is frequently required to reach with hands and arms. The employee is occasionally required to stand; walk and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to fifty (50) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
