Assists the Chief Human Resources and Organizational Development Officer with the overall operations of the Human Resources Department.  Responsible for the implementation of programs and policies for the efficiency of human resources functions including recruitment, employee benefits, personnel, and staff development.
REPORTS TO:  Chief Human Resources and Organizational Development Officer

  • Implements administrative, certificated and classified employment for the district including recruitment, selection, affirmative action, assignment, transfer, promotion and termination of all school personnel;
  • Implements programs and procedures to improve Department efficiency, effectiveness and economy in all administrative, operational and financial activities and functions;
  • Implements benefits and oversees the district employee life, medical, dental and voluntary insurance programs implemented by the District;
  • Oversees the district’s Americans with Disabilities Act (ADA), Family Medical Leave Act (FMLA), Equal Employment Opportunity (EEO), and internal policy and procedure to ensure compliance. 
  • District chairperson on the SUSD12 Employee Benefits Trust board; responsible for working with the Business Office on balancing trust account in conjunction with the third party administer to ensure fiscal responsibility for the district’s trust.
  • Manages the District’s Classification and Compensation program; oversees staff within the Classification and Compensation/Recruitment area; develops the district’s recruitment plan; coordinates the district’s outreach, recruitment, hiring, assignment and retention efforts; manage the districts ATS (Applicant Tracking System) and OLE (Online Enrollment System for Benefits) and acts as primary resource for HRIS related improvements; supervises assigned areas.
  • Collaborates with the Chief Human Resources and Organizational Development Officer regarding employee discipline and termination;
  • Coordinates with and provides supporting services for employee related development, issues and concerns to District departments and schools; supervises the maintenance of the HR Websites; counsels with all employees (staff and management) and provides advice and/or recommendations on personnel related issues and concerns; interpret Governing Board policies, state and federal regulations to ensure District compliance with overall HR practices; collaborate with Legal Counsel on areas that require legal interpretation; performs related work as required.
Extensive knowledge of administration and management in the public education sector within a comprehensive Human Resources system.
Knowledge of the organizational, functional and budgetary requirements of a school district Human Resources/Benefits Department.
Extensive knowledge of Classification and Compensation analysis, strategies and systems.
Extensive knowledge of Insurance and fringe Benefit procurement processes, best practices and implementation.
Extensive knowledge of recruitment practices that produce talented and diverse applicants that are retainable by the District.
Knowledge of ADE and State Certification Process for Administrative, Certified and Professional Non-Teaching.
Knowledge of personnel, HR information systems and financial management.
Knowledge of Federal and State Human Resource related laws and regulations including but not limited to FMLA, ADA, Immigration, Title VII, sexual harassment, abuse reporting. 
Skill in the administration and management of a complex Human Resource system.
Skill in facilitating solutions to district and departmental problems.
Ability to establish and maintain effective working relations.
Ability to communicate clearly and concisely, both orally and in writing.
Ability to exercise initiative, judgment, tact and diplomacy in a variety of situations.
Ability to analyze, interpret and report research findings and make appropriate recommendations to management level personnel.
Ability to make independent and discretionary judgments on personnel matters within policy guidelines.
Ability to provide leadership and coordinate and direct the activities of administrative and clerical staff.
Ability to prioritize and handle multiple tasks simultaneously. 
PHYSICAL REQUIREMENTS: Work is performed in an indoor environment. Work requires frequent sitting, standing, bending, repetitive motion, vision to monitor and lifting up to 15 pounds.  
Bachelor’s Degree in Human Resources, Business Administration, Public Administration or closely related field or any combination of experience and training which provides the desired knowledge, skills, and abilities.
Extensive experience (minimum of five years) in supervisory management and/or public education sector human resources administration. 
Extensive experience within the following areas of Human Resources – Classification and Compensation, Recruitment and Retention, Employee Benefits, Employee Development and Discipline.
Master’s Degree in Human Resources, Business Administration, Public Administration or a related field.

Salary Grade: Admin Grade 10; $77,633 DOE         FTE: 1.0            Days: 260     Start Date: 2021/2022 School Year
