DIRECTOR OF HUMAN RESOURCES
Hiring Pay Rate:  Up to $75,000.00 - $80,000.00, DOE
40 hours per week, 12 months (year round), Administrative contract
Location: Murphey Adminstration Center
Target Start Date: ASAP


Definition:   Under immediate supervision of the Assistant Superintendent, performs the work of directing and implementing the development and delivery of all Human Resource functions.  Directs and provides employment services in areas such as recruitment, educational certifications, benefits, management of policy and other human resource related issues.

Tasks

  • Analyzes, communicates and administers human resource programs, policies and procedures.
  • Interprets governing board policies, state and federal regulations to ensure district compliance with overall human resources practices.
  • Counsels employees on individual aspects of governing board policies and procedures, ensuring compliance with state and federal laws.
  • Administers methods, systems and procedures to maximize the efficiency of the department including budget and personnel.
  • Manages the certified and classified recruitment functions including the handling of applications, fingerprinting, certification, background investigations and orientation of employees.
  • Provides guidance to site administrators regarding state certification and recruitment related procedures.
  • Prepares and distributes all contracts for exempt and professional staff.
  • Oversees the preparation and distribution of all employment agreements.
  • Oversees the overall substitute-teaching program to ensure adequate substitute coverage.
  • Manages the applicant tracking, employee databases, benefit data, and other HR computer functions.  Supervises training on the Munis system, generates personnel related reports, evaluates and updates the system as necessary.
  • Coordinates responses to various state and federal reports regarding district employee data.
  • Coordinates the district process for addressing employee requests for reasonable accommodations, Family Medical Leave issues, and other leave requests.
  • Manages the process of notice to certified employees for renewal of certificates, fingerprint clearance cards and certification requirements.
  • Supervises, coordinates, and advises on various employment issues which may include selection, counseling, disciplinary actions, establishing workloads, assigning tasks and reviewing results.
  • Assists in assuring benefits administration is in compliance with applicable laws.
  • Coordinates and implements district, state, and federal required training for employees.
  • Supervises the maintenance of the human resources information on the website.
  • Advises the Assistant Superintendent on a variety of employment issues.
 
Knowledge, Skills and Other Characteristics:
Skill in gathering information, analyzing problems, evaluating alternatives and making recommendations.

Skill in establishing and maintaining effective working relationships with employees.
Skill in coordinating and organizing projects.
Knowledge of and ability to interpret, explain and apply human resource policies, regulations and procedures.
Strong computer skills applicable to an office environment.
 
Minimum Required Qualifications:
  • Bachelor’s degree in Human Resources, Public Administration, or closely related field, or any combination of experience and training which provides the desired knowledge, skills and abilities
  • Experience in human resource management and public education preferred
  • Experience in developing and implementing long range planning while providing daily organizational services and supervisory responsibility for staff

Special Requirements:
Familiarity with Word, Excel and HRIS, such as PeopleWerks, preferred.
