Benefits Specialist - Insurance and Employee Leave

 

Job Title: Benefits Specialist - Insurance and Employee Leave 

 

Credentials: None required for this position.

 

Education: High school diploma or GED

 

Training or experience required: 5 years of successful employment as a customer support specialist, secretary or administrative assistant.  School district experience preferred. Any previous experience in HR or related areas with insurance/benefits knowledge preferred.  Must have strong computer experience with Google Suite, Gmail, Excel as well as a knowledge of databases and other software knowledge desirable. Must have strong customer service skills.  Must be able to balance a high volume workload during open enrollments, reporting periods, and/or deadlines.

 

Site: Administrative Services Center - Personnel Services

 

Reports to: Personnel Coordinator and Associate Superintendent/Chief Human Resources Officer

 

Contract: 260 days (year-round with federal holidays)

 

Salary Schedule: PERSONNEL PAY TABLE (and set commensurate with experience)

 

FLSA Classification:  Non-exempt

 

Essential Job Functions:

  • Enroll employees in insurance programs: explain benefits, cost, and enrollment procedures.

  • Enroll employees in insurance programs during Option Period (open enrollment).

  • Maintain monthly billing for EGID.

  • Maintain monthly billing for American Fidelity.

  • Maintain monthly billing for VOYA.

  • Act as a liaison with insurance companies regarding employee concerns.

  • Maintain proper benefit deductions in MUNIS.

  • Maintain an accurate electronic record (scanned) of all insurance elections and beneficiaries in TCM.

  • Resolve all discrepancies in payroll regarding benefits.

  • Complete all surveys regarding benefits.

  • Keep apprised of all state and federal laws in regards to benefits.

  • Participate in Insurance Benefits Fairs and/or Workers Comp Audits

  • Add FBA for new hires and insurance changes.

  • Mail COBRA packet as necessary for compliance.

  • Maintain an accurate electronic record (scanned) of retirement verifications in the TCM system.

  • Answer phone calls regarding employee injuries.

  • Schedule employee doctor's appointments with the Norman Regional Occupational Medication (NROM).

  • Complete Form 2 for each incident.

  • File a new claim with Consolidated Benefits Resources, LLC.

  • Add each incident to MUNIS.

  • Scan completed paperwork into MUNIS.

  • Make calls/visits to follow up with employees regarding progress.

  • Email supervisors with employee restrictions or return to work status.

  • Notify payroll and TRS of employees who are being paid Temporary Total Disability (TTD).

  • Notify Accounting Coordinator when employees are being paid TTD return to duty. 

  • Complete OK Form 301 for OSHA log.

  • Maintain OK Form 300 log current with each incident.

  • Annually complete OSHA form 300A.

  • Annually Complete ACA Report.

  • Work with other benefits vendors to schedule meetings and to coordinate coverage for employees.

  • Perform other duties as assigned.

 

Knowledge, Skills, & Abilities:

Successful performance of the job requires good customer service/people skills and the ability to handle problems, provide information, and give technical assistance as requested. Accuracy with regard to data entry and reporting is essential.  Job requires complying with safety guidelines and policies to reduce accidents or injuries to staff or to students. Must follow professional dress standards, proper attendance/timeliness, and/or leave policies.  Other work-habits, including the ability to work collaboratively within a busy department are key.  Creativity, initiative and effective problem-solving are critical to the success of the position. Helping to manage the computerization of school district operations, providing training and/or information and support to district staff, performing such tasks to the ultimate benefit of the employee and school district. An incumbent in this position will utilize discretion, confidentiality, ingenuity and independent judgment due to the complexity of the job. Since there may be several ways to solve a problem, an incumbent is free to choose the solution within the legal aspects and/or District policy surrounding the work assignment.
