Multilingual Learner Specialist Position (Elementary Schools)
 
Purpose Statement
The mission of the Multilingual Learner (ML) Specialist position in Tooele County School District is to provide support for ML students in grades K-6, by serving as an Elementary School ML Specialist with specific responsibility for supporting and improving English Language acquisition services and instructional programs within their assigned school(s). The Elementary ML Specialist provides instructional leadership for teachers, other school professionals and administrators by training, planning, collaborating, organizing, and mentoring to establish effective, explicit and systematic language instructional programs to increase the English proficiency of Multilingual Learner (ML) students.

This is achieved through the following roles: 

  1. Demonstrates a commitment to professional growth and ethical standards to advance the mission, goals, and policies of Tooele County School District. 
  2. Works under the direction of the Federal Programs Director to identify and improve delivery of scientifically research-based English Learner language acquisition program curricula, materials and service models. 
  3. Oversees ML instructional assistants within assigned school(s). Will assist ML instructional assistants in creating a schedule, maintaining accurate documentation, training in curriculum and intervention practices, and differentiating the support for ML students.
  4. Collaborates with school site ML Teachers/Facilitators, administrators and other professional staff in order to address their ML program and/or classroom instructional issues for K-6 ML students.
  5. Becomes knowledgeable and adheres to WIDA Language Standards, Utah State Title III Plan, and Federal ESSA Title III Law.  
  6. Coaches teachers and other professional staff members through coaching cycles, modeling, co-teaching, ML student shadowing and other collaborative/reflective coaching methods to directly impact English Language Development instructional practices within the classroom. 
  7. Observes classroom instruction and models delivery of English language acquisition instruction within established curriculum and program guidelines.
  8. Provides information and conducts high quality staff development opportunities in best practices for differentiated and integrated EL instructional strategies.
  9. Supports the TCSD Parent and Family Engagement Policy (#7003) by coordinating school-based home and family engagement activities and inviting families of ML students to attend/participate in school meetings and functions.
  10. Advocates for ML students.  This may include attending meetings pertaining to specific ML students and coordinating translation options for ML families when necessary.
  11. Organizes, conducts, and reports the administration of district and state required ML assessments for all assigned secondary schools.  
  12. Uses data analysis to track and monitor progress of ML students and supports teachers, assistants, other professionals and administrators in understanding the implications of assessment results upon instruction.
  13. Participates in monthly district level meetings and conducts professional learning opportunities
  14. Consults with administrators and other specialists for the purpose of providing an effective English language acquisition program; ensuring appropriate student identification, placement, services and accommodations occur and are properly recorded and reported. 
  15. Consults with administrators and other specialists for the purpose of developing and providing ML parental engagement activities.
  16. Responds to inquiries from a variety of sources (e.g. other teachers, parents, administrators, etc.) for the purpose of resolving issues, providing information and/or direction.
 
Job Requirements: Minimum Qualification Skills, Knowledge, and Abilities
  • KNOWLEDGE is required to perform specific knowledge-based competencies required to satisfactorily perform the functions of the job include: appropriate codes, policies, regulations and/or laws; age appropriate activities; lesson plan requirements; best practices in ESL instructional strategies; and behavioral management strategies.
  • ABILITY is required to schedule activities, meetings, and/or events; gather, collate, and/or classify data; Conduct professional learning opportunities; and use job related equipment. Flexibility is required to work with others in a wide variety of circumstances; work with data utilizing defined but different processes; and operate equipment using standardized methods. Ability is also required to work with a diversity of individuals and/or groups; work with a variety of data; and utilize specific, job-related equipment present. Problem solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is moderate. Specific ability-based competencies required to satisfactorily perform the functions of the job include: establishing and maintaining constructive relationships; adapting to changing work priorities; maintaining confidentiality; exhibiting tact and patience; and working flexible hours.
  • Responsibilities include: working under limited supervision using standardized practices and/or methods; directing other persons within a small work unit; tracking assessment administration. Utilization of resources from other work units is often required to perform the job's functions.
 
Experience: Job related experience is required.  Needs to have a minimum of 3 years of successful teaching experience.
 
Education: Bachelor’s degree in job-related area from an accredited college or university. Master’s degree in related area preferred.  ESL endorsement preferred (or willing to attain within 2 years). 
Certificates and Licenses: 
  • Current Utah Teaching Certification with a Professional Teaching License 

 
Contract
    Full Time, 187 days paid over 12 months
    Certified Salary Schedule
    Benefit Eligible
