Description
Under the director of the Chief Operations Officer, the Director II – Leader Quality is responsible for supporting high quality school leadership and instruction by coaching school principals and leadership teams. This includes developing the knowledge, skills and abilities in these teams to effectively implement District priorities, providing differentiated support to specific school leaders; and monitoring efforts to ensure implementation that will lead to student success.
ESSENTIAL FUNCTIONS: Gathers qualitative, quantitative, and observational evidence about principals’ capacity for instructional leadership and serving the needs of diverse learners
Uses evidence from a variety of sources to assess current levels of principals’ proficiency and to target areas for professional learning
Collaborates with principals to articulate and refine a district-wide shared vision and understanding of effective principal instructional leadership and how the evaluation system supports the vision
Collaborates with principals to identify leadership strengths and weaknesses, determines actions and supports needed to improve their practice, and develops a professional learning plan for achieving their goals
Supports principals in reaching their goals by monitoring progress, conducting formative assessments, providing feedback, and revising elements of the professional learning plan as needed
Communicates the vision, goals and strategies of the district with all internal and external stakeholders
Connects principals to central office resources and personnel to support the principals’ work
Assists principals in learning to allocate school resources in ways that best support staff and meet their school’s needs
Gathers and provides feedback to district leaders regarding district goals, policies, and strategies to support the work of principals and student learning
Strategically buffers principals from distractions to maintain their focus on instructional leadership
Assists with the development of a strong pipeline of future school leaders
Evaluates the effectiveness of the district’s systems to support schools and student learning
Ensures that the school community has access to the full range of integrated services to meet the diverse cultural and learning needs of each student
Exhibits cultural competency in interactions and decision-making with principals and community
Protects students’ equitable access to social capital within the school and to high-quality instructional practices
Determines situationally-appropriate strategies for improvement, including transformational and incremental approaches, in response to identified principal and school performance needs
Employs innovative thinking and strategic planning to create change in response to identified school performance needs
Communicates to principals and the district the need and the means for effecting and embracing change
Provides feedback to central office staff about ways to improve services that support principals, schools, and student learning
Uses data to assess the impact of change on determined needs
Facilitates opportunities for school leaders across school sites to collaborate and learn from one another
Provides guidance to school leaders to develop or enhance processes and procedures to ensure fidelity of implementation of district initiatives and school priorities
Assists with the coordination of instructional programs and services to ensure efficient implementation and avoid duplication or overlap of efforts, and supports a systemic approach to curriculum and instructional planning, development, implementation, and evaluation
Collaborates with the Departments of Instruction and Human Resources to provide targeted support and services for assigned schools
Assists in analyzing and interpreting student data, performance metrics, and teacher and administrator observation and evaluation data to improve leadership and teacher practices
Assists principals in making connections between the Virginia Department of Education’s and the district's instructional framework (teacher evaluation system)
Performs other duties as assigned by the Chief Operations Officer
KNOWLEDGE, SKILLS, AND ABILITIES: Proven success record as a teacher, administrator, and/or instructional supervisor. Knowledge of the Virginia Continuous School Improvement Process. Thorough knowledge of PreK-12 school philosophy, instruction, and effective teaching practices. Considerable knowledge of and demonstrated abilities in the areas of planning, developing, implementing, assessing, evaluating, and monitoring PreK-12 instructional programs. Demonstrated ability to communicate effectively both orally and in writing. Demonstrated ability to work effectively with teachers, principals, and division-level administrators, and the public.
