Financial Services Specialist
Under executive direction of the Assistant Superintendent, the purpose of the position is to perform highly professional accounting work and provide executive level administrative direction involving the planning, coordination and implementation of all work in the Finance Department. Employees in this job classification perform at the coordinator level and are responsible for highly technical governmental accounting designed for the safeguarding of School Board assets. Position is accountable for directing departmental personnel to ensure all work is performed according to generally accepted accounting principles (GAAP) and governmental accounting standards board (GASB) established procedures, departmental guidelines, and regulatory requirements applicable to the work. Employee works with a high degree of independence and initiative.

Manages Reporting, Accounting, Payroll and Budget functions for the School District.
Plans, organizes and implements departmental goals and objectives; coordinates andintegrates all activities toward efficient achievement of established goals and objectives;develops and implements departmental policies and procedures.
Supervises, directs and evaluates finance operations and personnel.
Coordinates and administers the preparation and drafting of annual budget development andlong range strategic planning process.
Performs complex accounting work according to generally accepted standardaccounting principles, established procedures, departmental guidelines, and regulatoryrequirements applicable to the work; prepares annual budget; directs and oversees audits bygovernmental agencies, state or independent agencies; approves and controlsdisbursements of funds for the School Board.
Directs, evaluates and revises fiscal activities, systems and reporting tasks to meetmanagement needs, and local, state and federal regulations.
Performs advanced accounting and finance work involving the organization andinterpretation of financial records, and the managing of funds and investments.
Researches finances, and directs fiscal budget preparation; administers reporting andvalidation tasks of budget preparation, control and results.
Advises executive staff, department heads and other officials on accounting policies, and provides information regarding finances, budgeting, payroll or expenditure allowances.
Maintains open communication with executive staff, management, government agencies and the general public for the dissemination of information.
Evaluates and administers all school division insurance needs.
Performs other duties as assigned.
Knowledge / Skills / Abilities:
Skill in effectively directing a staff engaged in administering departmental functions.
Skill in performing school level audits of activity funds.
Knowledge of business English and spelling.
Skill in clearly communicating information both verbally and in writing.
Skill in preparing documents and composing fiscal letters and memoranda.
Skill in establishing and maintaining effective working relationships with executive staff, management, government agencies and the general public.
Skill in working with considerable independence to carry out tasks to completion.
Skill in performing duties with a professional and cooperative work ethic; ability to maintain confidentiality.
Expert knowledge of generally accepted accounting principles, GAAP and GASB established procedures, departmental guidelines, and regulatory requirements applicable to the work.
Expert knowledge of Virginia State Basic Aid Template, ASR FIN creation, school division to city accounting relationship, federal grants and local fundraising mechanics.
Advanced knowledge and skill in RDA or ALIO accounting software, preferred.
Ability to climb, reach, bend, stoop, kneel, sit and stand for long periods of time; walk; lift up to 10 pounds.
Ability to operate basic office equipment, e.g., computer terminals, printers, copy machines, telephone systems, facsimile machines.
Ability to access, operate and maintain various software applications; ability to read, update and maintain various records and files.
Ability to work flexible hours necessary for the efficient operation of the department.
Expert knowledge of Virginia school district work policies and guidelines; knowledge of departmental practices and procedures.
