Under the supervision of the Chief Human Resources Officer, the Director II - Human Resources (HR) will assist the Chief Human Resources Officer in the planning, directing, and coordinating of all functions in the Human Resources Department.

Assists in the implementation of human resources programs by providing human resources services, including talent acquisition, staffing, employment processing, compensation and benefits, records management, safety and health, employee relations and retention, EEO compliance, and employee credentialing;

Supports recruitment and staffing activities for employment categories and assists with onboarding activities and in delivering new employee orientations;

Develops high-level employment recruitment advertisements using various media;

Assists in the development and implementation of human resources policies and procedures for employees;

Administers policies and procedures and advises staff regarding employee rights and responsibilities;

Participates in the development of department goals, objectives, and work processes;

Assists in the evaluation of reports, decisions, and results of the department in relation to established goals;

Makes recommendations to improve efficiency of services;

Monitors performance evaluation programs and makes recommendations for improvement;

Enters data and runs reports;

Maintains and logs information to conform to Equal Employment Opportunity (EEO) and other compliance regulations;

Assures compliance with federal and state regulations regarding employment;

Maintains department organization charts;

Improves manager and employee performance by identifying and clarifying problems, evaluating potential solutions, implementing selected solutions, and coaching and counseling managers and employees;

Assists with conducting investigations related to complaints that arise from assigned employee groups or other district-wide complaints related to the employee arena;

Supports the HR department in implementing programs to help improve the employee experience;

Completes special projects by clarifying project objectives, setting timetables and schedules, conducting research, developing and organizing information, and fulfilling transactions;

Prepares reports by collecting, analyzing, and summarizing data and trends;

Maintains employee information in HRIS system, audits for accuracy and record changes, maintains data integrity, and inputs new employees’ information;

Protects organization's value by keeping information confidential;

Complies with federal, state, and local legal requirements by studying existing and new legislation, anticipating legislation, enforcing adherence to requirements, and advising management on needed actions;

Collaborates with the Chief Human Resources Officer and Chief Operations Officer to develop and administer a sound program of salary and position classifications;

Administers procedures for placing employees onto the payroll system, assuring proper accounting for positions and account codes;

Assists with administering the issuance of teacher and administrative contracts and employment agreements for Educational Support Personnel;

Assists with the administration of a sound program of performance evaluation for all groups of employees, to include developing and recommending programs, communicating the programs to employees, training school administrators and supervisors in the use of the programs, and evaluating the programs' effectiveness;

Assists with developing and monitoring budgets for assigned areas;

Develops and distributes communications related to employment with the Danville Public Schools;

Assists with the administration of the State licensure guidelines for all licensed employees;

Counsels employees, the Superintendent, and the School Board on personnel-related issues, to include legal and grievance matters;

Collaborates with the Division’s Department of Instruction to ensure that a quality program of professional development exists for all employees, to include helping with assessing training needs, developing in-service training opportunities, registering employees, and conducting specific training in personnel-related topics;

Serves as Chief Human Resources Officer designee, on occasion, at Division-level administrative and School Board Meetings;

Assists with the Division’s the exit interview program, apprising the Chief Human Resources Officer, Superintendent, and/or School Board of any patterns that should be addressed;

Performs other HR duties as assigned by Chief Human Resources Officer and/or Superintendent.

Knowledge and experience in employment law, compensation, organizational planning, recruitment, organization development, employee relations, safety, employee engagement, and employee development;

General knowledge of various school employment laws and practices and experience working with an employment law attorney;

Superior written and spoken communication skills;

Outstanding interpersonal relationship building and employee coaching skills;

Demonstrated ability to lead and develop a human resources department staff;

Demonstrated ability to serve as a knowledgeable resource to the executive management team that provides overall company leadership and direction;

Active affiliation with appropriate Human Resources networks and organizations and ongoing community involvement preferred;

Excellent computer skills in a Microsoft Windows environment. Must include knowledge of Excel and skills in Human Resources Information Systems (HRIS);

Experience in the administration of benefits and compensation programs and other Human Resources recognition and engagement programs and processes;

Evidence of the ability to practice and coach organization managers in the practice of a high level of confidentiality;

Excellent organizational management skills.
