TITLE: BUDGET DIRECTOR
EDUCATION/EXPERIENCE REQUIREMENTS: • Accounting Degree • Experience in administration, supervision, governmental fund accounting, budgetary, payroll, risk and property management, and purchasing functions.
REPORTS TO: Director of Schools
Supervise all financial operations of Greene County School System, including development and maintenance of the annual budget and long-range financial projections. Ensure the best possible educational opportunity for the funds available through comprehensive and complete financial management and reporting. Plan and analyze current programs, support systems, and expenditures.
1. Complete and/or coordinate all fiscal reporting activities for the district including regular Board of Education revenue/expense and balance sheets reports, reports to funding agencies, development and monitoring of district and contract/grant budgets. 2. Prepare and present the proposed annual budget for the Director of Schools, the Board of Education and the County Commission 3. Monitor the system budget on a regular basis to maintain awareness of fluctuations and propose amendments to stay within funding constraints. 4. Assure that all required financial reports to the Board, County Commission, state, and federal agencies are submitted properly. 5. Assure compliance with all IRS regulated plans such as 403(b), Section 125, and Retirement. 6. Lead the long-range financial planning of the school system taking into consideration current and future needs and obligations. 7. Ensure compliance with the Tennessee Internal School Accounting Manual and other state and federal accounting guidelines by working closely with the school system auditor. 8. Assure the district receives all funds to which it is entitled from local, state, and federal governments. 9. Assure the payroll process is implemented in an efficient and timely manner and all payroll information is appropriately reported and recorded. 10. Supervise the collection, safekeeping, and distribution of all funds by maintaining segregation of duties and internal controls. 11. Assist Principals in all budgeting, accounting, and financial matters and provide direction to Administrative Assistants and Bookkeepers. 12. Supervise the maintenance and inventory of system fixed assets. 13. Act as an advisor to the Director of Schools on all questions relating to the business and financial affairs of the district. 14. Responsible for the following Greene County School departments/personnel in reference to Accounts Payable, Benefits, and Payroll.
MARGINAL JOB FUNCTIONS ? Knowledge of governmental accounting principles. ? Knowledge of fund accounting. ? Knowledge of property, sales, and other categories of local taxes collection and how they are included in school system budgets. ? Familiarity with Governmental Accountability Standards Board (GASB) reporting requirements. ? Perform other duties as assigned by the Director of Schools. ? Meet the necessary health and physical qualifications. ? Complete satisfactory background checks as required by the Tennessee State Department of Education and state law.
