Supervisor of Special Education Programs
Position Summary
The Supervisor of Special Education Programs is responsible for the implementation, monitoring, and continuous improvement of special education programs and services across the district. This role ensures that special education services are high-quality, compliant, and outcomes-driven, with a focus on improving academic achievement, access to general education, and postsecondary readiness for students with disabilities. The supervisor ensures that systems related to identification, IEP development, service delivery, and placement are implemented with fidelity, and that schools receive the support necessary to meet both compliance requirements and student performance goals. This position plays a critical role in ensuring that special education is not a parallel system, but an integrated part of the district's instructional and student support framework.
Certification Requirements (NJDOE-Aligned)
In accordance with:

Required:
- Valid New Jersey Supervisor Certificate
- Teacher of Students with Disabilities certification (or equivalent)
- Required criminal history background check, physical and proof of U.S. citizenship or legal resident alien status
- A valid driver's license or state issued ID, valid insurance and registration
Preferred / Additional Qualifications:
- Principal or School Administrator Certificate
- Advanced degree (Doctorate preferred)
Qualifications
- Master's Degree from an accredited college or university
- Minimum:
- Five (5) years successful teaching experience, including special education
- Three (3) years of leadership experience (school or district level)
- Demonstrated expertise in:
- Special education program implementation
- IEP development and compliance
- Instructional practices for students with disabilities
- Strong knowledge of:
- IDEA and New Jersey special education regulations
- Inclusion practices and Least Restrictive Environment (LRE)
- Data-driven decision-making
- Experience supervising staff and supporting schools
Core Responsibilities
Special Education Program Implementation (OWNER)
Ensure consistent and effective implementation of special education programs across schools.
- Oversee delivery of special education services
- Ensure alignment with district expectations and standards
- Support schools in implementing high-quality programs
IEP Development & Compliance Oversight (OWNER)
Ensure all IEP processes meet legal and instructional standards.
- Monitor development and implementation of IEPs
- Ensure compliance with IDEA and NJDOE regulations
- Support timely completion of evaluations and meetings
- Maintain audit-ready documentation
Student Outcomes & Instructional Access (OWNER)
Ensure students with disabilities have access to high-quality instruction.
- Promote inclusion and access to general education
- Monitor academic progress and outcomes
- Support differentiated instruction and co-teaching models
- Improve outcomes for students with disabilities
Identification, Evaluation & Placement (OWNER)
Oversee systems for identifying and supporting students.
- Monitor referral and evaluation processes
- Ensure appropriate classification and placement decisions
- Promote Least Restrictive Environment (LRE) practices
Data Monitoring & School Stat Alignment (OWNER)
Ensure special education systems are driven by data.
- Monitor key indicators:
- Student achievement
- LRE placement
- Compliance timelines
- Align data to School Stat processes
- Support schools in using data to improve outcomes
School Support & Coaching (OWNER)
Provide direct support to school leaders and staff.
- Coach principals, case managers, and teachers
- Support problem-solving for complex cases
- Build school capacity to support students with disabilities
Staff Supervision & Development (OWNER)
Lead and develop special education staff.
- Supervise case managers and coordinators
- Provide coaching and performance feedback
- Ensure consistent implementation across schools
Alignment with MTSS & Student Support Systems (OWNER)
Ensure coordination across student support systems.
- Align special education with MTSS and intervention systems
- Coordinate with:
- MTSS & Intervention
- Counseling and student services
- Attendance & engagement
- Ensure early intervention and support
Family Engagement & Communication (OWNER)
Ensure strong partnerships with families of students with disabilities.
- Support clear and effective communication with families
- Ensure families understand services and supports
- Address concerns and resolve issues
Compliance, Reporting & Audit Readiness (OWNER)
Ensure adherence to all legal and regulatory requirements.
- Oversee compliance reporting and documentation
- Prepare for audits and monitoring
- Implement corrective action plans as needed
Cross-Departmental Alignment (NES Integration)
Ensure alignment across district systems.
- Collaborate with:
- Instruction (curriculum and teaching)
- Data (reporting and analysis)
- Talent (staffing and development)
- Ensure a unified approach to student success
Continuous Improvement & System Development (OWNER)
Improve special education systems and practices.
- Identify gaps and areas for improvement
- Implement changes based on data
- Promote best practices
Other Duties
Perform such other duties as assigned by the Superintendent or designee in accordance with law and regulation.

Terms of Employment
Twelve-month position. Salary, benefits, and conditions of employment shall be in accordance with Board policy and applicable agreements.
Evaluation
Performance shall be evaluated annually in accordance with Board policy, administrative regulations, and district leadership procedures.
Reports To: Executive Director of Special Services, Student Support & Wellness
Supervises: Case managers, special education coordinators, child study team members, and assigned staff
Work Year: Twelve (12) Months
Classification: Affiliated/Supervisor/CCPSA
Minimum Starting Salary: $95,852
Maximum Starting Salary: $182,900
Residency Requirement
Under New Jersey's "New Jersey First Act" (N.J.S.A. 52:14-7), all employees of New Jersey public school districts must maintain bona fide New Jersey residency as a condition of employment. Candidates must already reside in New Jersey or establish residency within the required timeframe after hire. Current employees who were hired on or before September 1, 2011 are exempt from this requirement and may continue to reside outside the state. In limited circumstances, applicants may request a residency waiver through the state's Employee Residency Review Committee if they can demonstrate critical need or hardship; approval is not guaranteed.
