Description

License and Certification Qualifications: Valid Georgia Educator's Certificate in Educational Leadership and/or Support Personnel License issued by the Georgia Professional Standards Commission. Network or Project Management certification required. Any combination of Alcatel Certified Switch Professional (ACSP), Alcatel Certified Switch Specialist (ACSS), Cisco Certified Network Associate (CCNA), Cisco Certified Network Professional (CCNP), Cisco Certified Design Professional (CCDP), Certified Project Manager (CPM), or Project Management Professional (PMP) certification preferred.

Education Qualifications: High school diploma or equivalent required. Bachelor's degree in related field preferred.

Experience Qualifications: Five years experience in network design, implementation, and operations required. Experience in a leadership position in the information technology field preferred.

Skills Qualifications: Strong knowledge of networking protocols and the Open Systems Interconnection (OSI) (Model) reference model; high degree of logical reasoning to analyze and resolve complex issues and problems in a timely manner; ability to conceptualize abstract ideas and organize them into an operational design; ability to lead a team under stress and pressure when faced with aggressive workloads and deadlines; ability to work well with others and to project and generate positive supervision; ability to effectively escalate to vendors and partners for swift issue resolution; and effective project management skills and competency in written and oral communications.

Primary Responsibilities: Coordinate and manage designated analysis, design, implementation, and day-to-day operations of the enterprise network infrastructure including all communications transport technology, primary switching, and routing mechanisms at all levels of the OSI model with an emphasis on delivery of data, voice, video, and other digital content.

1.        Provide managerial support to the Department of Telecommunications and Network Services.
a.        Conduct yearly performance reviews of technical staff and ensure performance goals correspond with the district's vision.

b.        Report status on assigned tasks and projects to management and users.
c.        Conduct regular status, progress, and continuous improvement initiatives with Network Infrastructure Services staff and contracted personnel.
d.        Ensure support staff has appropriate training and tools needed to accomplish tasks and provide guidance and direction on training and developmental goals.
e.        Provide and maintain technical standards and guidelines.
f.         Maintain familiarity with staff and contractors' needs and encourage feedback while considering options to provide optimum service to both end-user customers and Information Management Division (IMD) departmental customers.
g.        Ensure established support processes are being followed consistently within the Network Infrastructure Services team.

2.        Provide administrative and operational support to the Department of Telecommunications and Network Services.
a.        Develop and establish a comprehensive network infrastructure plan for a highly available network.

b.        Determine and maintain network software/microcode revision levels.
c.        Establish and evaluate baselines pertaining to network performance and bandwidth utilization.
d.        Assist in the development and administration of the department budget.
e.        Communicate with service providers regarding communications reliability and failures.
f.         Determine feasibility and provide recommendations regarding network communications requests from schools and administrative offices within the district.
g.        Develop and maintain network documentation and make available to appropriate personnel.
h.        Identify operational improvement and cost reduction opportunities.
i.         Define timelines for all projects and manage to commitments.
j.        Monitor the pulse of the enterprise network, with emphasis on critical components such as Wide Area Network (WAN)/Local Area Network (LAN), core switching equipment, and network management/monitoring services.

3.        Provide consultation and support to the Department of Telecommunications and Network Services.
a.        Act as a consultant to level 1 (Technology Support Technician -TST's, Local School Technology Coordinator - LSTC's) and level 2 (Technology Support Specialists -TSS's) regarding network issues and problems.

b.        Assist the Customer Service and Support Department in determining scope and ETR of network related problems.
c.        Resolve WAN/LAN issues and problems escalated to level 3 by the Customer Service and Support Department.

4.        Oversee the development of Network Infrastructure Services.
a.        Evaluate current resources and capabilities, future goals, industry trends, and technological advances to develop and maintain a system of network infrastructure resources in support of teaching and learning.
b.        Manage, monitor, and evaluate progress of various projects including contract services.
c.        Assist in the research and development of various systems and components prior to integration with the network.
d.        Ensure staff compliance with technical standards.
e.        Perform analysis and troubleshooting tasks when necessary.

5.        Manage customer and intra-departmental relations.  
a.        Establish ongoing communication with school and/or site administration in the event of a prolonged issue/outage until resolution.
b.        Field customer requests/problems, provide direction, and determine needed course(s) of action.
c.        Maintain regular contact with users to ensure familiarity with user's needs and issues.
d.        Work effectively with customers in development as well as crisis situations.

6.        Perform other projects for the Department of Telecommunications and Network Services.
a.        Encourage customers to honor all district technical standards.

b.        Maintain a positive working relationship within all IMD departments including strategic technology and integration partner.
c.        Support IMD policies, procedures, and guidelines.
d.        Maintain a high-level knowledge of networking infrastructure including integrated voice/data switches, wireless switches/ access points, and security best practices and procedures.

7.        Perform other duties as assigned.
