PRIMARY PURPOSE: Member of the multi-disciplinary evaluation and planning team. Coordinates and facilitates the assessment of cognitive and educational functioning in Spanish. Provides consultation to teachers, parents, support personnel and community agencies .Provides leadership to the evaluation team as it determines the possibility of a disability and educational need. This includes but is not limited to consultation concerning the individualized educational program, its implementation and strategies for learning.  Acts as a source to ensure district complies with all legal and compliance issues associated with special education at the local, state, and federal level.
 
QUALIFICATIONS
 
Education/Certification:
Master's Degree required
Certification as required by State Board for Educator Certification
Texas License: Licensed Specialist in School Psychology or Trainee LSSP
Certification in bilingual education preferred
 
Special Knowledge/Skills:
Excellent organizational,  communication  and interpersonal  skills
Ability to read, and write proficiently
Ability to speak proficiently
Working know ledge of federal laws, state guidelines and local district policies
Knowledge of language development in English language learners
Ability to discriminate between language differences and language disabilities
Sensitivity to cultural and language differences in children and families who speak Spanish as a first language
 
Experience:
At least three years of successful teaching experience preferred
 
MAJOR RESPONSIBILITIES AND DUTIES
  • Administers and scores cognitive, achievement and developmental assessments in Spanish.
  • Collaborates with team in interpreting evaluation results.
  • Applies knowledge of the purpose, philosophy, and legal foundations of evaluation and special education.
  • Demonstrates ethical and professional practices and responsibilities.
  • Conducts self in a professional, ethical manner in all job responsibilities and roles.
  • Develops and maintains collaborative, positive relationships with families, educators, campus personnel, the community, outside agencies, and related service personnel.
  • Communicates effectively with members of the multi-disciplinary team. Parents, students, campus personnel, and district level special education personnel.
  • Applies and demonstrates knowledge of student assessment and evaluation, program planning, and instructional decision making.
  • Collaborates with district level special education personnel to update, maintain and appropriately administer evaluation tools.
  • Demonstrates knowledge of eligibility criteria and procedures for identifying students with disabilities and determining the presence of educational need.
  • Selects, administers, accurately scores and interprets appropriate formal and informal assessment and evaluations according to testing guidelines as well as to local, state and federal regulation.
  • Applies and demonstrates knowledge of ethnic, linguistic, cultural, and socioeconomic diversity for evaluation. Program planning, and instructional recommendations.
  • Demonstrates skills necessary for scheduling, time management , and meeting organization, and eligibility folder management.
  • Effectively and accurately utilizes the special education data management software system.
  • Demonstrates knowledge of appropriated curricula and instructional strategies for students with disabilities.
  • Complies with local, state and federal special education policy, practices, rules, regulations and law while serving as the case manager for students with disabilities.
  • Participates as a member on a multi-disciplinary team that determine special education eligibility for students, and makes appropriate instructional recommendations as IEP goal and objectives are developed.
  • Serves as a case manager and resource to campuses by updating campus personnel regarding local, state, and federal rules and regulations and to ensure the campus/district maintain compliance with all regulations associated with special education.
  • Prepares for, coordinates and schedules lEP meetings within required timelines and guideline; invites required participants · address all components during lEP meeting; and demonstrates an understanding of legal procedures related to the IEP process.
  • Upon request, provides training to district and campus staff, and parents of students with disabilities regarding special education support,   service and strategies.
  • Serves as an active participant on campus and district project and teams.
  • Participates in professional development to maintain and enhance skills related to special education evaluation.
  • Attends and participates in district, departmental and campus meetings as required.
  • Performs other duties as assigned by Department of Special Education.

WORKING CONDITIONS:
Mental Demands: Ability to communicate effectively (verbal and written); interpret policy, procedures and data; coordinates district functions; maintains emotional control under stress

Physical Demands/Environmental Factors: Frequent district-wide and occasional statewide travel; occasional prolonged and irregular hours; frequent standing, stooping, bending, kneeling, pushing and pulling, occasional lifting up to 50 pound; prolonged use of computer and repetitive hand motions

MINIMUM SALARY: $56,858

TERM OF CONTRACT: 197 days

APPOINTMENT: The appointment of this position will be recommended to the Board of Trustees by the Superintendent of Schools on the basis of the applicant's training, experience, and expertise. The Board of Trustees must give final approval.
