TITLE:  Director of Student Services

LOCATION:  Central Office

SUPERVISOR:  Assistant Superintendent for Student Services

SUPERVISES:  Special education staff

JOB SUMMARY:  The Director of Student Services provides educational leadership and serves as a resource to principals and staff, monitors and supports special education programs, and serves as a catalyst in implementing changes in these programs.

ESSENTIAL FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function satisfactorily.


  • Assist principals and staff with problem-solving and planning involving students with disabilities, their parents/guardians, and staff members 

  • Assist staff in all district programs in the determination of instructional methods and materials  

  • Coordinate the referral process and lead the placement decision process for district instructional programs, alternative education programs, and therapeutic day programs 

  •  Act as liaison between the Urbana School District #116, public agencies, private agencies, medical facilities, the community, and other school districts 

  • Assist in the planning, preparation, and implementation of proposals, reports, policies, procedures, rules and regulations, evaluation programs, and data collection as it relates to special education and the Student Services department 

  • Monitor the appropriateness and delivery of the instructional programs and make recommendations for necessary improvements 

  • Coordinate training on and monitoring of transition planning for students

  • Plan and supervise all services necessary for the Life Skills program ensuring that they receive services appropriate to their needs in the least restrictive environment    

  • Assist building administrators in the hiring, coordination, and supervision of personnel in the Life Skills Program 

  • Administer special education extended school year programs 

  • Coordinate the state alternate assessment process and assist with accommodations management for state testing 

  • Ensure that District policies, rules and regulations of the State, and the requirements of the federal government are met 

  • Evaluate the performance of staff members as assigned in accordance with the district evaluation plan 

  • Assign personnel and determine staffing levels for special education programs, in cooperation with principals and the Assistant Superintendent for Student Services 

  • Participate in or direct the recruitment and selection of personnel 

  • Assist in the planning of professional development activities for all special education staff 

  • Participate in professional growth activities through local, regional, State and national conferences or workshops 

  • Monitor students placed in out-of district special education programs 

  • Perform all other duties necessary to the efficient operation of the Student Services department  and other duties as may be assigned by the Assistant Superintendent for Student Services or Superintendent of Schools 


EDUCATION:  Illinois Educators License with General Administrative or Principal Endorsement and Director of Special Education Endorsement. Also, endorsement as a Learning Behavior Specialist (LBS1) or related service provider (School Social Worker, School Psychologist, Speech Language Pathologist). 

EXPERIENCE:  Minimum of 5 years experience working in a school setting with students with disabilities


  • High task orientation and strong interpersonal skills
  • Knowledge/skills in areas of curriculum and assessment for students with disabilities
  • Knowledge/skills in staff development
  • Knowledge of Illinois State Standards
  • Proven visionary leadership skills


TERMS OF EMPLOYMENT:  260 days;  Salary is determined by the superintendent.


EVALUATION:  Performance of this job will be evaluated in accordance wit provisions of the Board's policy on evaluation of preofessional personnel and will be completed by Assistant Superintendent for Student Services


START:  July 1, 2021


NOTE:  This is not a position within the collective bargaining unit and is an administrative position.
