Description

General Function:
This key position is responsible for day-to-day employee and labor relations management, including a full range of complex activities, programs, initiatives, investigations, and relationships. Supervises HR operations, staff assigned to specific schools/departments, and is responsible for working closely with school/department leaders in resolving employee-related concerns, issues, and challenges. Collaborate with the HR Executive Director, and organizational leadership in developing and implementing robust onboarding and staff retention programs.  Assume the role of department supervision in the absence of the HR Executive Director.
 
Education/Training Experience:
 
Minimum: 
Bachelor’s degree in human resources and 5 plus years of experience in human resources, or a combination of related education and experience. Experience in collaborative team management, employee supervision, and extensive employee relations required. Track record of personal and organizational accomplishments.  Demonstration of a “can do” attitude, advanced interpersonal skills, and high capacity for personal growth.
 
Preferred:
Master’s degree in Human Resources or related field, and experience working in a school district human resources department.  Work in a union environment, in program development and implementation, and in management.  Having knowledge and experience with NM school employee law & PED regulations/programs and being bilingual in Spanish-English are both notable pluses.
 
Knowledge/Skills and Abilities:
  • Ability to interpret and determine how to apply district policies, state statues, collective bargaining agreements, and department policies for potentially sensitive staffing and personnel issues
  • Manage and impart confidential information
  • Assess operational requirements; plan and organize workflow patterns and schedules
  • Knowledge of policies and procedures, labor law, and state statues related to education employment, preferable NM Law
  • Knowledge of investigative procedures
  • Excellent written and oral communication skills, and the ability to prioritize, multi-task and work under pressure.
  • Ability to develop effective relationships with and interact with a variety of individuals and personalities.
  • Ability to work with and appropriately handle confidential information.
  • Excellent computer skills, knowledge of data base systems preferred.
  • Highly organized and able to meet deadlines.
  • Availability to work extended hours when required.
  • Ability to read, analyze, and interpret financial reports and legal documents
  • Ability to respond to complex inquiries or complaints from customers, regulatory agencies or members of the business community
  • Ability to establish and maintain effective working relationships with students, staff and the school community.
  • Ability to perform duties with awareness of all district requirements and school policies.
Essential Job Functions:
All functions are performed in accordance with established policies, procedures, safety and environmental regulations, facility and computer security policies and procedures. Functions are subject to change from time to time to meet the needs of the District. Current essential functions include but are not limited to the following:
  1. Provides assistance as requested and/or directed by the Executive Director of HR
  2. Assists in the review, modification and enhancement of all HR functional areas to ensure comprehensive, effective and efficient services to all customers
  3. Generates Employee Contracts
  4. Assists in ensuring that the District is meeting all PED licensure and reporting requirements as related to the HR area, including licensure. Assists in overseeing licenses and all related processes for all employees as required by PED. Is responsible for the accuracy of the STARS reporting to PED.
  5. Responsible for the Work Authorization Report/Visa processes
  6. Responsible for creating and maintaining current Job Descriptions and Evaluations.
  7. Responds to EEOC and district grievances
  8. Confers with and advises employees and site administration regarding the    Collective Bargaining Agreements
  9. May serve on District unions (CBA, SFFSE) negotiation terms along with the Executive Director
  10. Responsible to Clear Background Results
  11. Participates in Fiscal Year Roll Over (March/April)
  12. Provides routine information, explains policies and procedures, and offers alternative solutions when appropriate
  13. Assists in the consultations and advises top management and all levels of supervision.
  14. Assists in the development, implementation, maintenance, and evaluation of HR programs that effectively meet the needs of the District
  15. Ensures compliance with all city, state, and federal related regulations
  16. Oversee advertising budget
  17. Recommend administrative leave to Executive Director
  18. May serve on District committees.
  19. May participate in the delivery of training to district staff.
  20. Participates in meetings, including staff, administrative, district, state and others as needed.
  21. Understand and become familiar with the functions of all groups: Specialists, Generalists and Recruiters.
  22. Support the Talent Acquisition function by,

  • Prioritizing employment needs according to site administrators and department directors.  
  • Training, developing, and coaching team members on a consistent basis. Monitoring progress and results.
  • Assesses and streamlines Talent Acquisition functions as necessary to meet current needs and update as applicable.
  • Prepare and present key metrics and report to the Cabinet and Board of Education on recruiting/employment activities.
  • Create interview guides
  • Assists in the development and implementation of retention programs

  1. Support the Specialist function by,

  • Advising and counseling on employee corrective action.
  • Developing intervention strategies to deal with re-occurring problems and issues.
  • Conducting and supervising employee investigations when allegations are made and participating in a wide range of hearings applicable to HR.
  • Tracking and reporting on timeliness of investigations.
  • Reviewing investigative reports prepared by staff prior to review by General Counsel
  • Preparing documents, forms and correspondences to appropriate personnel and organizations and law firms.
  • Coordinating annual non-renewal/renewal process for certified employees.

  1. Support the Generalist function by,

  • Becoming familiar with all systems; such as, AX, AX400, AppliTrack, Visions and Aesop.
  • Monitoring the substitute functions and their payroll
  • Monitoring that indexing of all documents for all employees are entered into the system
  • Ensuring that contracts, evaluations, and other documentation are logged properly
  • Ensuring that generalists follow up on missing documents to complete files
  • Ensuring that generalists appropriately support talent acquisition team with the orientation process.

  1. Support the Benefits Specialists function by,

  • Becoming familiar with benefit processes
  • Understanding all types of leave; medical, sick, workers compensation, FMLA procedures.
  • Understanding qualifying events
  • Understanding new hire reporting and terminations
  • Understanding NMPSIA

  1. Perform other related duties as assigned.
