Position: Transportation Operations Manager
Work Schedule: 260 days per year
Start Date: As Soon As Possible

Summary:

The Transportation Operations Manager is responsible for planning and managing the daily operations of the district’s bus garage in providing safe and efficient transportation for all students and ensuring the best utilization of employees and equipment.  This position will strive to meet transportation requirements of School District 622 programs and activities and the communities they serve.



Required Qualifications:
  1. Bachelor’s degree in job related area

  2. Three years experience in transportation operations management with either a school district or school bus contractor; or similar/equivalent school district program administration experience

  3. Previous supervisory experience, including managing recruitment, hiring, discipline, and performance

  4. Knowledge of Federal and MN school bus transportation laws and regulations

  5. Excellent oral and written communication skills, as well as public relation skills

  6. Strong team, group facilitation, and customer service skills

  7. Highly organized and efficient in record keeping, scheduling, communication plans, and meeting deadlines

  8. Enthusiastic, adapts well to different situations, dependable, with the ability to work in a self-directed manner with a diverse group of families, colleagues, and community partners

  9. Proven ability to manage and prioritize daily work to achieve desired results

  10. Demonstrated skills to work independently and manage multiple responsibilities

  11. Demonstrated ability to work collaboratively and handle conflict

  12. Strong background in the use of technology; including Microsoft products and HR/Payroll/Finance programs

  13. Experience with writing manuals and handbooks

Preferred Qualifications:

  1. Experience with VersaTrans computerized routing system

  2. Experience with vehicle GPS tracking systems and reporting

  3. CDL Class B Driver’s License with School Bus endorsement


  Responsibilities: 

 

  1. Supervises and monitors daily work direction, conduct, and performance of district drivers and monitors as directed by the Supervisor of Transportation.

  2. Assign and monitor work assignments, tracking attendance and punctuality of employees, and approve/deny routine time off.

  3. Analyze, monitor and approve payroll records weekly.

  4. Evaluates labor needs and determines effective advertising strategies to attract qualified candidates and interviews, selects, and initiates candidate into the hiring and training process.

  5. Responds to calls from parents, school administrators, and the general public in a respectful and responsive manner, and explains applicable laws and rules to attempt to resolve specific problems whenever possible.

  6. Conducts reviews for new employees to determine progress, areas of improvement and field general questions they have.

  7. Coordinate leaves of absences, workers compensation, completes first report of injury forms, and communicates with HR to monitor the progress of leaves and injuries to determine workability of employees.

  8. Instructs employees in departmental policy and procedures, provide guidance on how to respond to unusual and/or difficult situations; provide feedback to drivers to correct inappropriate actions and takes disciplinary action as required.

  9. Supervises the drug and alcohol testing program as required by federal regulations.

  10. Coordinates staff in the gathering and maintaining of information necessary for internal and external transportation reporting as needed.

  11. Other transportation operations duties as assigned.

 

Transportation Safety Operations Management

 
  1. Coordinates transportation safety and training programs for drivers, monitors, and students to ensure the District is in compliance with Federal, State, Local regulations and District Policies and Procedures.

  2. Conduct driver license checks and maintain driver file compliance.

  3. Schedules and coordinates school bus safety training for all public and non-public school children and ensure required competencies are achieved.

  4. Works with school Principals and behavior specialists on discipline related problems and implements plans for improvement.

  5. Coordinates, develops, and provides trainings for all school bus drivers and monitors in effective student management strategies.

  6. Coordinates driver/monitor evaluations on safety procedures and vehicle operation.

  7. Monitors bus routes and student bus stops with department Coordinators for efficiency and safety.

  8. Assists Coordinators with reviewing bus stop placements, safe bus lanes at school/program locations and makes recommendations to Coordinators and Transportation Supervisor regarding changes.

  9. Leads investigations of all accidents, the reporting process, and the Accident Review Committee.

  10. Other safety related duties as assigned.
     

General Duties
 

  1. Conduct fact-finding interviews in cooperation with school staff regarding parent, student, and driver concerns/complaints.

  2. Assist in the ongoing evaluation of the Transportation Department and participate in continuous improvement initiatives.

  3. Represent the district Transportation Department at various meetings and seminars as directed by department supervisor.

  4. Lead the planning of in-service training and identify areas of focus based on department and employee needs; including documentation of annual transportation in-service as well additional staff meetings throughout the year.

  5. Other general duties as assigned.


 

Work Environment:

ISD  622 is a community collaborative dedicated to educating and empowering all learners to excel in our changing world.  The usual and customary methods of performing the job's functions require the following physical demands:  occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity.  Generally the job requires 45% sitting, 25% walking, and 30% standing. The job is performed under some temperature extremes and under conditions with some exposure to risk of injury and/or illness.
